One of the main economic players responsible for Singapore’s economic success is its small and medium-sized enterprises or SMEs. Their overall success has helped propel the country and its people forward. From economic policies to politics, Singapore is a planned and regulated economy. Singapore’s economic success story is actually the result of a form of capitalism carefully calibrated and controlled by the government. An important element or aspect of good critical success factors (CSFs) emerges from the role being played by the government. The existence of good government or public policies that are pro-business is vital for the success of firms. Despite the fact that government policies and CSFs are widely studied in areas around the world including in Singapore, there is no comprehensive prediction model available to test if firms have potential to be successful or are more prone to failures. Much research investigates the non-financial factors contributing to success versus failure of small firms, but empirical tests of the predictability of these factors are less common. This book, which is primarily quantitative/ positivist in nature will attempt to fill this gap.

When countries become more democratic, new opportunities arise for individuals and groups to participate in politics and influence the making of policy. But democratization does not ensure better representation for everyone, and indeed some sectors of society are ill-equipped to take advantage of these new opportunities. Small industry in Mexico, Kenneth Shadlen shows, is an excellent example of a sector whose representation decreased during democratization. Shadlen's analysis focuses on the basic characteristics of small firms that complicate the process of securing representation in both authoritarian and democratic environments. He then shows how increased pluralism and electoral competition served to exacerbate the political problems facing the sector during the course of democratization in Mexico. These characteristics created problems for small firms both in acting collectively through interest associations and civil society organizations and in wielding power within political parties. The changes that democratization effected in the structure of corporatism put small industry at a significant disadvantage in the policy-making arena even while there was general agreement on the crucial importance of this sector in the new neoliberal economy, especially for generating employment. The final chapter extends the analysis by making comparisons with the experience of small industry representation in Argentina and Brazil. Shadlen uses extensive interviews and archival research to provide new evidence and insights on the difficult challenges of interest aggregation and representation for small industry. He conducted interviews with a wide range of owners and managers of small firms, state and party officials, and leaders of business associations and civil society organizations. He also did research at the National Archives in Mexico City and in the archives of the most important business organizations for small industry in the post-World War II period.

She traces the heritage of the policy and shows how American core values, those often referred to as the American Creed, contributed to shaping that policy. Anglund points out that the American national government is in the business of promoting small business. Government agencies help entrepreneurs develop small businesses through a wide range of programs providing financial assistance such as loans, government contract assistance including set-asides, and management and technical support. Unlike government programs for farmers and big businesses, which are usually invisible to the citizenry, small business aid programs are extremely and intentionally visible. Congress declared the policy of aiding small business and launched the contemporary era of small business assistance programs in the Small Business Act of 1953. In this study, Anglund traces the heritage of the Small Business Act, probes influences on small business and enactments of the 1953-1997 period, and show how American core values, those often referred to as the American Creed, contributed to shaping small business policy and to the support it received. For many, small firms are everyday realities of the economy and visible in every high-street and industrial estate. Their existence and importance is unquestionable. Such beliefs are understandable, but the authors of this new book would suggest they are misguided. The Political Economy of the Small Firm challenges the assumptions regarding small firms that pervade society and political representation. Small firms are not organised into a homogenous sector that has a clear constituency or political influence. In fact, the small firm is shown to be an inconstant political construct that is discursively ethereal and vulnerable to political exploitation. Fusing theories from political science, management and linguistics, Dannreuther and Perren assert that the idea of the small firm is an important discursive resource used by political actors to legitimise their actions, influence their citizens and help sustain regimes of accumulation. On top of this, the authors also empirically test their claims against 200 years of UK parliamentary debate, from the Industrial Revolution to the Blair government. The political construction of the small firm is shown not only to provide rhetorical mechanisms to maintain periods of capitalist accumulation, but also to increase the relative autonomy of the state and to centralise power to elite politicians. For a period of 150 years up to the 1970s, the small firm was an unexplored presence, below the political radar and resonant with poor working standards and extreme forms of competition. During the so-called Fordist period from the 1930s, the small firm was seen as the dirty, out-dated, contrast to the clean, modern future represented by mass production and corporations. The perceived failure of Fordism led to the invention of the small firm and its presentation as an ideal political construct. By fabricating assertions of what small firms are and what they want, frequently out of conjecture, the authors of this book show how political elites have been able to advocate radical reformist agendas since the 1970s in the name of a phantom constituency.

According to conventional wisdom, big business wields enormous influence over America's political agenda and is responsible for the relatively limited scale of the country's social policies. David Stockman, Ronald Reagan's budget director, proclaimed the Small Business Administration a "billion-dollar waste—a rathole," and set out to abolish the agency. His scathing critique was but the latest attack on an agency better known as the "Small Scandal Administration." Loans to criminals, government contracts for minority "fronts," the classification of American Motors as a small business, Whitewater, and other scandals—the Small Business Administration has lurched from one embarrassment to another. Despite the scandals and the policy failures, the SBA thrives and small business remains a sacred cow in American politics. Part of this sacredness comes from the agency's longstanding record of pioneering affirmative action. Jonathan Bean reveals that even before the Civil Rights Act of 1964, the SBA promoted African American businesses, encouraged the hiring of minorities, and monitored the employment practices of loan recipients. Under Nixon, the agency expanded racial preferences. During the Reagan administration, politicians wrapped themselves in the mantle of minority enterprise even as they denounced quotas elsewhere. Created by Congress in 1953, the SBA does not conform to traditional interpretations of interest-group democracy. Even though the public—and Congress—favors small enterprise, there has never been a unified group of small business owners requesting the government's help. Indeed, the SBA often has failed to address the real problems of "Mom and Pop" shop owners, fueling the ongoing debate about the agency's viability.
