The thesis is an analysis of bureaucratic politics, government business re I at Ions and technical change In Mexico's telecommunications services sector. It aims to explain the action and motives of the principal players, focusing on the means by which they seek to Influence or circumvent the process of regulatory policy. The study begins with a discussion of politlcal theory, then looks at government-business relations In Mexico, before proceeding to a detailed examination of the development of 'basic' and 'value-added' telecommunications services. Particular attention is given to early 'unofficial' I liberalisatlon and the confliets which characterised the period of re-regulatory 'transition' 1982-1988. The case-studies trace the roles played by competing state producer and regulatory agencies, changes in the legal-administrative framework, recent private sector attempts to usurp the state's monopoly, as well as the country's forays into satellite communications. One of the objectives of the study has been to account for apparently incoherent pol Icy-making, and the Informal and unequal relationship between state agencies and private sector firms. These Issues are analysed with reference to a dynamic of bureaucracy and market-based power confllets of the kind which neo-Weberlans have termed 'closure'. In the Mexican case, the simultaneous monopolisation and usurpation of power resources by state agencies, and the formation of fluid collusive or clientele 1st al I lances across private and public sectors, have constituted the real driving force behind the development of telecommunications. The presentation of the case-study material high lights various economic, political and technical determinants of group closure In the pol Icy process, Including examples of 'rent-seeking', and some effort Is made to draw out relevant policy implications.
