How were they recognized—or not—by their governments and fellow citizens? Where and under what circumstances did they obtain an elevated postwar status? In this sophisticated comparative history of government policies regarding veterans, Martin Crotty, Neil J. Diamant, and Mark Edele examine veterans' struggles for entitlements and benefits in the United States, the United Kingdom, Japan, Taiwan, the Soviet Union, China, Germany, and Australia after both global conflicts. They illuminate how veterans' success or failure in winning benefits were affected by a range of factors that shaped their ability to exert political influence. Some veterans' groups fought politicians for improvements to their postwar lives; this lobbying, the authors show, could set the foundation for beneficial veteran treatment regimes or weaken the political forces proposing unfavorable policies. The authors highlight cases of veterans who secured (and in some cases failed to secure) benefits and status after wars both won and lost; within both democratic and authoritarian polities; under liberal, conservative, and even Leninist governments; after wars fought by volunteers or conscripts, at home or abroad, and for legitimate or subsequently discredited causes. "A hell of a gift, an opportunity." "Magnanimous." "One of the greatest advantages I ever experienced." These are the voices of World War II veterans, lavishing praise on their beloved G.I. Bill. Transcending boundaries of class and race, the Bill enabled a sizable portion of the hallowed "greatest generation" to gain vocational training or to attend college or graduate school at government expense. Its beneficiaries had grown up during the Depression, living in tenements and cold-water flats, on farms and in small towns across the nation, most of them expecting that they would one day work in the same kinds of jobs as their fathers. Then the G.I. Bill came along, and changed everything. They experienced its provisions as inclusive, fair, and tremendously effective in providing the deeply held American value of social opportunity, the chance to improve one's circumstances. They become chefs and custom builders, teachers and electricians, engineers and college professors. But the G.I. Bill fueled not only the development of the middle class: it also revitalized American democracy. 21st Century System for Evaluating Veterans' Disability Benefits recommends improvements in the medical evaluation and rating of veterans for the benefits provided by the Department of Veterans Affairs (VA) to compensate for illnesses or injuries incurred in or aggravated by military service. Compensation is a monthly cash benefit based on a rating schedule that determines the degree of disability on a scale of 0 to 100. Although a disability rating may also entitle a veteran to ancillary services, such as vocational rehabilitation and employment services, the rating schedule is out of date medically and contains ambiguous criteria and obsolete conditions and language. The current rating schedule emphasizes impairment and limitations or loss of specific body structures and functions which may not predict disability well. 21st Century System for Evaluating Veterans' Disability Benefits recommends that this schedule could be revised to include modern concepts of disability including work disability, nonwork disability, and quality of life. In addition to the need for an updated rating schedule, this book highlights the need for the Department of Veterans' Affairs to devote additional resources to systematic analysis of how well it is providing services or how much the lives of veterans are being improved, as well as the need for a program of research oriented toward understanding and improving the effectiveness of its benefits programs.

The period between World Wars I and II was a time of turbulent political change, with suffragists, labor radicals, demagogues, and other voices clamoring to be heard. One group of activists that has yet to be closely examined by historians is World War I veterans. Mining the papers of the Veterans of Foreign Wars (VFW) and the American Legion (AL), Stephen R. Ortiz reveals that veterans actively organized in the years following the war to claim state benefits (such as pensions and bonuses), and strove to articulate a role for themselves as a distinct political bloc during the New Deal era. Beyond the Bonus March and GI Bill is unique in its treatment of World War I veterans as significant political actors during the interwar period. It is a commonplace that the United States lagged behind the countries of Western Europe in developing modern social policies. But, as Theda Skocpol shows in this startlingly new historical analysis, the United States actually pioneered generous social spending for many of its elderly, disabled, and dependent citizens. During the late nineteenth century, competitive party politics in American democracy led to the rapid expansion of benefits for Union Civil War veterans and their families. Some Americans hoped to expand veterans' benefits into pensions for all of the needy elderly and social insurance for workingmen and their families. But such hopes went against the logic of political reform in the Progressive Era. Generous social spending faded along with the Civil War generation. Instead, the nation nearly became a unique maternalist welfare state as the federal government and more than forty states enacted social spending, labor regulations, and health education programs to assist American mothers and children. Remarkably, as Skocpol shows, many of these policies were enacted even before American women were granted the right to vote. Banned from electoral politics, they turned their energies to creating huge, nation-spanning federations of local women's clubs, which collaborated with reform-minded professional women to spur legislative action across the country. Blending original historical research with political analysis, Skocpol shows how governmental institutions, electoral rules, political parties, and earlier public policies combined to determine both the opportunities and the limits within which social policies were devised and changed by reformers and politically active social groups over the course of the late nineteenth and early twentieth centuries. By examining afresh the institutional, cultural, and organizational forces that have shaped U.S. social policies in the past, Protecting Soldiers and Mothers challenges us to think in new ways about what might be possible in the American future.

The number of older war veterans receiving disability benefits is steadily growing and is predicted to rise in the next decade. This book provides comprehensive knowledge about health and psychosocial concerns of veterans aging with disabilities and unmet needs and compares policy in three countries that have been involved in massive warfare in the 20th century––the United Kingdom (UK), the United States (US), and Israel. Using a cross-national comparative study of the policies, legislation and services provided by these three countries, which have significant numbers of aging disabled military veterans, this book provides evidence-based knowledge on the trajectories and attendant mental-health and psychosocial problems this sub-group faces when aging with a disability. It sheds light on the paradox in which most veterans with disabilities in the UK, USA and Israel are older, while the current legislation and budget target younger veterans with disabilities. The book reflects the current debate regarding the desired policy toward older veterans with disabilities in these countries and whether to provide them with proactive health services prior to retirement to prevent "accelerated aging".
