The Politics of Military Force examines the dynamics of discursive change that made participation in military operations possible against the background of German antimilitarist culture. Once considered a strict taboo, so-called out-of-area operations have now become widely considered by German policymakers to be without alternative. The book argues that an understanding of how certain policies are made possible (in this case, military operations abroad and force transformation), one needs to focus on processes of discursive change that result in different policy options appearing rational, appropriate, feasible, or even self-evident. Drawing on Essex School discourse theory, the book develops a theoretical framework to understand how discursive change works, and elaborates on how discursive change makes once unthinkable policy options not only acceptable but even without alternative. Based on a detailed discourse analysis of more than 25 years of German parliamentary debates, The Politics of Military Force provides an explanation for: (1) the emergence of a new hegemonic discourse in German security policy after the end of the Cold War (discursive change), (2) the rearticulation of German antimilitarism in the process (ideational change/norm erosion) and (3) the resulting making-possible of military operations and force transformation (policy change). In doing so, the book also demonstrates the added value of a poststructuralist approach compared to the naive realism and linear conceptions of norm change so prominent in the study of German foreign policy and International Relations more generally.

"In February 2012, in its first public position on the unfolding armed conflict in Syria, Médecins Sans Frontières (MSF) published a series of testimonies gathered from Syrian doctors working in the country. The testimonies described the challenges and horrors facing doctors trying to treat wounded patients and protesters injured by Syrian authorities (MSF 2012). In its report, MSF denounced the use of "medicine as a weapon of persecution" in Syria and called on the government to "re-establish the neutrality of healthcare facilities" (Ibid.) In a press release published a year later, MSF further decried that aid was not being distributed "equally" between government- and opposition-controlled areas and argued that "areas under government control receive nearly all international aid, while opposition-held zones receive only a tiny share." (MSF 2013) In an opinion piece, two MSF staff members criticized humanitarian actors working with the authorization of the Syrian government and called on those aid agencies to recognise "the de-facto partitioning of the state" (Weissman and Rodrigue 2013). Such calls from humanitarian actors, which on other occasions claimed neutrality, played into the polarization of the Syrian conflict. The Syrian government actively controlled aid delivery and distribution from Damascus, with the support of Russia and Iran. Aid from Damascus was distributed by the United Nations, the Syrian Arab Red Crescent society, and a handful of other organizations working in government-controlled areas. Meanwhile, aid was delivered across the borders from neighboring countries by opposition groups, civil society activists, and Western humanitarian actors"--

"World War Aid offers a novel perspective on the unprecedented aid in the Ukrainian conflict, destined to leave an international "echo" reaching far beyond the individual historical case and the aid sector alone. This book clarifies the evolving scenario of a conflict that, before tanks, had long been fought on the territory of aid. The author makes arguments about aid which can be traced back to three sets of issues: 1. Ukraine's history from its independence in 1991 until the war in 2022, that witnessed the evolution of inter-state aid sent to Kyiv. This period anticipated the geo-political dispute over the country's future, and was marked by confrontation between Donors who would later become the protagonists of the war scenario. 2. The exceptionality of the Ukrainian case is discussed by specifically identifying eight peculiarities of wartime aid: the response speed of Western Bilateral Donors; the leading role and primacy of the latter over the non-governmental sector; the key influence exercised by the Ukrainian recipient; the quantity and diversification of aid involved; Russia's conversion of aid into hybrid weapons (Weaponization of Aid); the West's provision of weapons as primary aid (Aidization of Weapons); the excessive anticipation of post-war planning initiatives; and sanctions modeled to represent a new form of aid. 3. Based on these peculiarities, a new model of Interventionist Aid is defined, characterized by a willingness to take an active part in the crisis in which the Donors operate, in order to condition its course and outcome. By preferring tactical purposes to humanitarian ones, and prioritizing military and financial interventions, Interventionist Aid represents an absolute conceptual, political and historical novelty in inter-state aid. In the aftermath of World War II, as longstanding empires collapsed and former colonies struggled for independence, the United States employed new diplomatic tools to counter unprecedented challenges to its interests across the globe. Among the most important new foreign policy strategies was development assistance -- the attempt to strengthen alliances by providing technology, financial aid, and administrators to fledgling states in order to disseminate and inculcate American values and practices in local populations. While the US implemented development programs in several nations, nowhere were these policies more significant than in Vietnam. In Aid Under Fire, Jessica Elkind examines US nation-building efforts in the fledgling South Vietnamese state during the decade preceding the full-scale ground war. Based on American and Vietnamese archival sources as well as on interviews with numerous aid workers, this study vividly demonstrates how civilians from the official US aid agency as well as several nongovernmental organizations implemented nearly every component of nonmilitary assistance given to South Vietnam during this period, including public and police administration, agricultural development, education, and public health. However, despite the sincerity of American efforts, most Vietnamese citizens understood US-sponsored programs to be little more than a continuation of previous attempts by foreign powers to dominate their homeland. Elkind convincingly argues that, instead of reexamining their core assumptions or altering their approach as the violence in the region escalated, US policymakers and aid workers only strengthened their commitment to nation building, increasingly modifying their development goals to support counterinsurgency efforts. Aid Under Fire highlights the important role played by nonstate actors in advancing US policies and reveals in stark terms the limits of American power and influence during the period widely considered to be the apex of US supremacy in the world.

With the exception of a few targeted aerial bombardments of the city's port, Beirut and Mount Lebanon did not see direct combat in World War I. Yet civilian casualties in this part of the Ottoman Empire reached shocking heights, possibly numbering half a million people. The Charity of War tells how the Ottoman home front grappled with total war and how it sought to mitigate starvation and sickness through relief activities. Melanie S. Tanielian examines the wartime famine's reverberations throughout the community: in Beirut's municipal institutions, in its philanthropic and religious organizations, in international agencies, and in the homes of the city's residents. Her local history reveals a dynamic politics of provisioning that was central to civilian experiences in the war, as well as to the Middle Eastern political landscape that emerged post-war. By tracing these responses to the conflict, she demonstrates World War I's immediacy far from the European trenches, in a place where war was a socio-economic and political process rather than a military event.
