In The Poseidon Project, David Bosco tells the story of how rulers, merchants, navies, environmentalists, and activists have struggled to craft rules for the oceans. From the Dutch challenge to the Portuguese in the 17th century to the current turmoil in the South China Sea, it tracks the tension between efforts to control maritime space and the idea that the oceans should be unowned and open to all.

"For several centuries, freedom of the seas was the dominant framework for managing the oceans and their use. That doctrine recognized the oceans as a space open to all, which people from all nations could use and exploit. In recent decades, however, that doctrine has eroded in multiple ways and for a variety of reasons. During the world wars of the 20th century, combatants imposed unprecedented restrictions on maritime commerce, leaving international rules in tatters. National governments have steadily expanded their reach into the oceans. More recently, environmental concerns have led to new international restrictions on high seas pollution and fishing. Today's most dangerous maritime disputes-including China's push for control of the South China Sea-are occurring against the backdrop of major changes in the way the world treats the oceans. Tracing the roots of the law of the sea and the background to current maritime disputes, this book shows that building effective ocean rules while preserving maritime freedoms remains a daunting task. The book analyzes how fragile international institutions and determined activists are struggling for relevance in a world still dominated by national governments"--

A vibrant exploration of past and present controversies surrounding control of the world's oceans. In 1609, the Dutch lawyer Hugo Grotius rejected the idea that even powerful rulers could own the oceans. "A ship sailing through the sea," he wrote, "leaves behind it no more legal right than it does a track." A philosophical and legal battle ensued, but Grotius's view ultimately prevailed. To this day, "freedom of the seas" remains an important legal principle and a powerful rhetorical tool. Yet in recent decades, freedom of the seas has eroded in multiple ways and for a variety of reasons. During the world wars of the 20th century, combatants imposed unprecedented restrictions on maritime commerce, leaving international rules in tatters. National governments have steadily expanded their reach into the oceans. More recently, environmental concerns have led to new international restrictions on high seas fishing. Today's most dangerous maritime disputes-including China's push for control of the South China Sea-are occurring against the backdrop of major changes in the way the world treats the oceans. As David Bosco shows in The Poseidon Project, the history of humanity's attempt to create rules for the oceans is alive and relevant. Tracing the roots of the law of the sea and the background to current maritime disputes, he shows that building effective ocean rules while preserving maritime freedoms remains a daunting task. Bosco analyzes how fragile international institutions and determined activists are struggling for relevance in a world still dominated by national governments. As maritime tensions develop, The Poseidon Project will serve as an essential guide to the continuing challenge of ocean governance.

This book discusses various aspects, challenges, and solutions for developing systems-of-systems for situation awareness, using applications in the domain of maritime safety and security. Topics include advanced, multi-objective visualization methods for situation awareness, stochastic outlier selection, rule-based anomaly detection, an ontology-based event model for semantic reasoning, new methods for semi-automatic generation of adapters bridging communication gaps, security policies for systems-of-systems, trust assessment, and methods to deal with the dynamics of systems-of-systems in run-time monitoring, testing, and diagnosis. Architectural considerations for designing information-centric systems-of-systems such as situation awareness systems, and an integrated demonstrator implementing many of the investigated aspects, complete the book.

Halimpex, of Lviv, Ukraine had just been recognized as the world’s largest volume producer of glass Christmas tree ornaments, when on November 14th, 2006, Bohdan Datsko its owner, was gunned down as his white C-class Mercedes passed through the security gate of his factory. Despite seven bullet wounds to the neck and chest, nobody had heard anything; nobody saw a gun; and no cartridge casings were found on the scene. Bohdan’s driver, sitting beside the victim was unaware of anything amiss until he saw the blood. Six days later, Mad Max Kurochkin, a notorious Russian gangster, was arrested on charges of theft and extortion upon his landing in Kyiv while on his way to make preparations for President Putin’s visit to Ukraine. Three days later, on November 23rd, Alexander Litvinenko died in London, England, of Polonium 210 radiation poisoning. On March 31, 2007, Mad Max Kurochkin was assassinated by a sniper's bullet, while he was being led from a Kyiv courthouse to a waiting paddy wagon. The sniper was not apprehended. In today’s Ukraine, reality is much stranger than fiction. But Yaroslaw’s Revenge threads a story through this tangled web to culminate in a story even stranger still... The western world’s press reported an act of piracy in the Baltic Sea, just off the coast of Sweden on July 24, 2009. Then, on July 28, the victim freighter, the MV Arctic Sea, sailed past Dover reporting, when hailed by the British Coast Guard, that all was in order. Yet the Russian Navy had already sent its entire Black Sea Fleet in pursuit of this ship - that was ostensibly carrying nothing but lumber. The MV Arctic Sea totally missed its destination port of Bejaia Algeria, and instead sailed slowly southward along Africa’s western coast. In Yaroslaw’s Revenge the tale of the MV Arctic Sea’s actual cargo is the thread that links murder, assassination, piracy, espionage, drugs and war with the untimely death, on the third anniversary of that of Alexander Litvinenko, of Maj. Gen. Anton Surikov of the Russian GRU. The Cold War thriller is back! This time it is Canada’s ITAC, the Integrated Threat Assessment Center, that holds the key to interdiction of a nuclear threat.
