The Possibility of Politics explores the power of political reform, specifically reform of the modern welfare state. Can reform be effective if limited to cautious and piecemeal interventions that avoid radicalism and revolution? Can it also avoid unwanted consequences? Will the welfare state survive in the future? Stein Ringen views the welfare state as a large-scale experiment in political reform. To ask if the welfare state works is to ask if political reform is possible at all. By its nature, the welfare state is reform on a grand scale, for it attempts to change the circumstances individuals and families live under without changing and disrupting society itself. But is it realistic to believe a population can get together, set goals and then try to meet these goals through collective actions, specifically public policies, without causing unintended consequences and destroying the state in the process? The welfare state attempts, idealistically, to redistribute welfare without reshaping the economic processes that cause inequities in the first place. Ringen considers how well redistribution has met the test in terms of political legitimacy, its intended effects on poverty and inequality, as well as its undesired and unintended effects on economic efficiency and the quality of private life. Ultimately, does the welfare state work? Further, is the welfare state a good thing? In considering these questions, The Possibility of Politics should be of particular value to academics and advanced students interested in political theory, public economics, social administration, and political sociology. Stein Ringen is professor of sociology and social policy at Oxford University and a Fellow of Green College. ""Power" is a central concept for politics, arguably defining the political domain as such. However, despite decades of debate across political science, sociology, and philosophy, a proper definition of power is still to be had. Existing definitions fail because they are either circular or so far removed from the ordinary meaning of "power" that they cannot credibly claim to be about the same concept. This book, employing an Arendtian approach to conceptual analysis, provides a more proper definition - power denotes the condition of having available possibilities and representing them as such - and examines its implications for the study of politics, both empirical and normative. From the vantage point of a proper definition, the book shows how, by neglecting the category of possibility, significant portions of political science and philosophy become incapable of conceptualizing power, and therefore politics. The main issue with political science is the increasingly exclusive focus on causal and probabilistic regularities; political philosophy, on the other hand, tends to prioritize various forms of a teleologically oriented normativity. Both of these approaches end up discarding possibility in favor of necessity, and are therefore unable to properly conceptualize power. Finally, bringing together the different disciplinary discourses, the book examines the conditions for the concept of power to have an actual referent, which is to say: for politics to appear in our world"--

Political theorists typically define political action in terms of rational potential rather than conflict, and for this reason neglect the partisan nature of political experience. This volume redresses this neglect, focusing on the interrelated questions of whether the task of political theory is to find some means of containing partisan politics and whether political theory is itself separate from partisan politics. Uncertainty surrounds every major decision in international politics. Yet there is almost always room for reasonable people to disagree about what that uncertainty entails. No one can reliably predict the outbreak of armed conflict, forecast economic recessions, anticipate terrorist attacks, or estimate the countless other risks that shape foreign policy choices. Many scholars and practitioners therefore believe that it is better to keep foreign policy debates focused on the facts - that it is, at best, a waste of time to debate uncertain judgments that will often prove to be wrong. In War and Chance, Jeffrey A. Friedman shows how foreign policy officials often try to avoid the challenge of assessing uncertainty, and argues that this behavior undermines high-stakes decision making.
