This is the first book to examine the role that China played in the evolution of conservatism in postwar America. Historian Joyce Mao shows how, as the Cold War crystallized, political survival demanded that the Right s emphasis on small government be tempered by a proactive foreign policy that could contend with the communist threat. As an alternative to containment, their new platform combined hostility toward the United Nations, assertion of American sovereignty in diplomatic affairs, selective military intervention, strident anticommunism, and the promotion of a technological defense state. These conservative tenets, which are now so familiar to observers of American politics, were articulated in part in debates over US-China relations after WWII. Conservatives invoked the loss of China to critically assess liberal policies and lament what they saw as the corrosion of traditional values. Their insistence that the US take greater interest and action in the Far Pacific was known as the policy of Asia First, and China was its signature issue. The combination of anticommunism and Orientalist paternalism struck a chord with the public. Conservative politicians allied with the growing number of pro-Chiang activists in the private sector and at the grassroots level, revitalizing the party in the process. Mao argues that, although the policy of Asia First had only a minor impact on East Asian affairs, it played a major role in the evolution of American conservatism, and its effects are still being felt today."

Much attention has focused on the ongoing role of economics in the prevention of armed conflict and the deterioration of relations. In The Political Economy of Transitions to Peace, Galia Press-Barnathan focuses on the importance of economics in initiating and sustaining peaceful relations after conflict.Press-Barnathan provides in-depth case studies of several key relationships in the post-World War II era: Israel and Egypt; Israel and Jordan; Japan, the Philippines, and Indonesia; Japan and South Korea; Germany and France; and Germany and Poland. She creates an analytical framework through which to view each of these cases based on three factors: the domestic balance between winners and losers from transition to peace; the economic disparity between former enemies; and the impact of third parties on stimulating new cooperative economic initiatives. Her approach provides both a regional and cross-regional comparative analysis of the degree of success in maintaining and advancing peace, of the challenges faced by many nations in negotiating peace after conflict, and of the unique role of economic factors in this highly political process. Press-Barnathan employs both liberal and realist theory to examine the motivations of these states and the societies they represent. She also weighs their power relations to see how these factor into economic interdependence and the peace process. She reveals the predominant role of the state and big business in the initial transition phase ("cold" peace), but also identifies an equally vital need for a subsequent broader societal coalition in the second, normalizing phase ("warm" peace). Both levels of engagement, Press-Barnathan argues, are essential to a durable peace. Finally, she points to the complex role that third parties can play in these transitions, and the limited long-term impact of direct economic side-payments to the parties.

No country feels China's rise more deeply than Japan. Through intricate case studies of visits by Japanese politicians to the Yasukuni Shrine, conflicts over the boundaries of economic zones in the East China Sea, concerns about food safety, and strategies of island defense, Sheila A. Smith explores the policy issues testing the Japanese government as it tries to navigate its relationship with an advancing China. Smith finds that Japan's interactions with China extend far beyond the negotiations between diplomats and include a broad array of social actors intent on influencing the Sino-Japanese relationship. Some of the tensions complicating Japan's encounters with China, such as those surrounding the Yasukuni Shrine or territorial disputes, have deep roots in the postwar era, and political advocates seeking a stronger Japanese state organize themselves around these causes. Governments increasingly offer or demand apologies for past human rights abuses, and it is widely believed that such expressions of contrition are necessary to promote reconciliation between former adversaries. The post-World War II experiences of Japan and Germany suggest that international apologies have powerful healing effects when they are offered, and poisonous effects when withheld. West Germany made extensive efforts to atone for wartime crimes-formal apologies, monuments to victims of the Nazis, and candid history textbooks; Bonn successfully reconciled with its wartime enemies. By contrast, Tokyo has made few and unsatisfying apologies and approves school textbooks that whitewash wartime atrocities. Japanese leaders worship at the Yasukuni Shrine, which honors war criminals among Japan's war dead. Relations between Japan and its neighbors remain tense. Examining the cases of South Korean relations with Japan and of French relations with Germany, Jennifer Lind demonstrates that denials of past atrocities fuel distrust and inhibit international reconciliation. In Sorry States, she argues that a country's acknowledgment of past misdeeds is essential for promoting trust and reconciliation after war. However, Lind challenges the conventional wisdom by showing that many countries have been able to reconcile without much in the way of apologies or reparations. Contrition can be highly controversial and is likely to cause a domestic backlash that alarms—rather than assuages—outside observers. Apologies and other such polarizing gestures are thus unlikely to soothe relations after conflict, Lind finds, and remembrance that is less accusatory-conducted bilaterally or in multilateral settings-holds the most promise for international reconciliation.

This book pursues these questions by examining how governments in post-1945 Austria, Germany and Japan have wrestled with the difficult legacy of the Second World War and the impact of their policies on regional politics in Europe and Asia. The book argues that states can reconcile over historical issues, but to do so requires greater political will and imposes greater costs than is commonly realized. At the same time, in an increasingly interdependent world, failure to do so can have a profoundly disruptive effect on regional relations and feed dangerous geopolitical tensions.

Seventy years have passed since the end of the Asia-Pacific War, yet Japan remains embroiled in controversy with its neighbors over the war’s commemoration. Among the many points of contention between Japan, China, and South Korea are interpretations of the Tokyo War Crimes Trial, apologies and compensation for foreign victims of Japanese aggression, prime ministerial visits to the Yasukuni Shrine, and the war’s portrayal in textbooks. Collectively, these controversies have come to be called the “history problem.” But why has the problem become so intractable? Can it ever be resolved, and if so, how? To answer these questions author Hiro Saito mobilizes the sociology of collective memory and social movements, political theories of apology and reconciliation, psychological research on intergroup conflict, and philosophical reflections on memory and history. The history problem, he argues, is essentially a relational phenomenon caused when nations publicly showcase self-serving versions of the past at key ceremonies and events: Japan, South Korea, and China all focus on what happened to their own citizens with little regard for foreign others. Saito goes on to explore the emergence of a cosmopolitan form of commemoration taking humanity, rather than nationality, as its primary frame of reference, an approach increasingly used by a transnational network of advocacy NGOs, victims of Japan’s past wrongdoings, historians, and educators. When cosmopolitan commemoration is practiced as a collective endeavor by both perpetrators and victims, Saito argues, a resolution of the history problem—and eventual reconciliation—will finally become possible. The History Problem examines a vast corpus of historical material in both English and Japanese, offering provocative findings that challenge orthodox explanations. This book is a political and cultural history of the early postwar Japan aiming at exploring how the perception and cultural values of everyday life in the country changed along with the rise of the kasutori culture. Such a process was closely tied with both a refusal of the samurai culture and the interwar debate on modernity, and it resulted in a decadent way of life, exemplified by intellectuals such as Sakaguchi Ango. It depicts a short-lived radical cultural and social alternative, one that forced people to rethink their relationship to the kokutai, modernity, social roles, daily practices, and the production of knowledge. The subjectivity and daily practices in those years were more important in shaping the cultural identities of the Japanese than the new public ideology of the nation. This challenges some Euro-American historical notions that the new private sphere has emerged in Japan as an effect of the country’s Americanization, rather than from within it. This work not only looks at the immediate aftermath of WWII from the perspective of Japan, but also tries to rethink Westernization in the light of its global appropriation. This volume is addressed to specialists of Japanese or Asian history, but it will also attract historians of the United States and readers from political and intellectual history, cultural studies, and historiography in general.
