Many federal funding requests for more advanced computer resources assume implicitly that greater computing power creates opportunities for advancement in science and engineering. This has often been a good assumption. Given stringent pressures on the federal budget, the White House Office of Management and Budget (OMB) and Office of Science and Technology Policy (OSTP) are seeking an improved approach to the formulation and review of requests from the agencies for new computing funds. This book examines, for four illustrative fields of science and engineering, how one can start with an understanding of their major challenges and discern how progress against those challenges depends on high-end capability computing (HECC). The four fields covered are: atmospheric science astrophysics chemical separations evolutionary biology This book finds that all four of these fields are critically dependent on HECC, but in different ways. The book characterizes the components that combine to enable new advances in computational science and engineering and identifies aspects that apply to multiple fields.

As the nation's economic activities, security concerns, and stewardship of natural resources become increasingly complex and globally interrelated, they become ever more sensitive to adverse impacts from weather, climate, and other natural phenomena. For several decades, forecasts with lead times of a few days for weather and other environmental phenomena have yielded valuable information to improve decision-making across all sectors of society. Developing the capability to forecast environmental conditions and disruptive events several weeks and months in advance could dramatically increase the value and benefit of environmental predictions, saving lives, protecting property, increasing economic vitality, protecting the environment, and informing policy choices. Over the past decade, the ability to forecast weather and climate conditions on subseasonal to seasonal (S2S) timescales, i.e., two to fifty-two weeks in advance, has improved substantially. Although significant progress has been made, much work remains to make S2S predictions skillful enough, as well as optimally tailored and communicated, to enable widespread use. Next Generation Earth System Predictions presents a ten-year U.S. research agenda that increases the nation's S2S research and modeling capability, advances S2S forecasting, and aids in decision making at medium and extended lead times.

The past 15 years have seen marked progress in observing, understanding, and predicting weather. At the same time, the United States has failed to match or surpass progress in operational numerical weather prediction achieved by other nations and failed to realize its prediction potential; as a result, the nation is not mitigating weather impacts to the extent possible. This book represents a sense of the weather community as guided by the discussions of a Board on Atmospheric Sciences and Climate community workshop held in summer 2009. The book puts forth the committee's judgment on the most pressing high level, weather-focused research challenges and research to operations needs, and makes corresponding recommendations. The book addresses issues including observations, global non-hydrostatic coupled modeling, data assimilation, probabilistic forecasting, and quantitative precipitation and hydrologic forecasting. To be protected against such events, it is not sufficient to act after they have taken place. It is necessary to identify their potential impacts precisely and assess the probability of their occurrence. This book shows that this can only be done through an enhanced dialogue between the energy community and the climate and meteorology community. This implies an in-depth dialogue between actors to define precisely what kind of data is needed and how it should be used.
