"The aim of the Managing Global Insecurity project is to launch a reform effort of the global security system in 2009. That task is both ambitious and urgent.... The time to act is now."—from the Foreword by Javier Solana The twenty-first century will be defined by security threats unconstrained by borders—from economic instability, climate change, and nuclear proliferation to conflict, poverty, terrorism, and disease. The greatest test of global leadership will be building partnerships and institutions for cooperation that can meet the challenge. Power and Responsibility describes how American leadership can rebuild international order to promote global security and prosperity for today's transnational world. Power & Responsibility establishes a new foundation for international security: "responsible sovereignty," or the notion that sovereignty entails obligations and duties toward other states as well as one's own citizens. Governments must cooperate across borders to safeguard common resources and tackle common threats. Power & Responsibility argues that in order to advance its own interests, the United States must learn to govern in an interdependent world, exercise leadership through cooperation, and create new institutions with today's traditional and emerging powers. The result of a collaborative project on Managing Global Insecurity, the book also reflects the MGI project's global dialogue—extensive consultations in the United States and in regions around the world as well as discussions with the MGI project's Advisory Group, composed of prominent U.S. and international figures. "The 2008 financial crisis has brought our global interconnectedness close to home. But economic insecurity is just one concern. Power and Responsibility provides a road map for building effective policies and legitimate global institutions to tackle today's suite of transnational challenges."—Kemal Dervis, administrator, UN Develo

Power Without Responsibility written by David Schoenbrod and has been published by Yale University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 1995-08-30 with Law categories.

This book argues that Congress's process for making law is as corrosive to the nation as unchecked deficit spending. David Schoenbrod shows that Congress and the president, instead of making the laws that govern us, generally give bureaucrats the power to make laws through agency regulations. Our elected "lawmakers" then take credit for proclaiming popular but inconsistent statutory goals and later blame the inevitable burdens and disappointments on the unelected bureaucrats. The 1970 Clean Air Act, for example, gave the Environmental Protection Agency the impossible task of making law that would satisfy both industry and environmentalists. Delegation allows Congress and the president to wield power by pressuring agency lawmakers in private, but shed responsibility by avoiding the need to personally support or oppose the laws, as they must in enacting laws themselves. Schoenbrod draws on his experience as an attorney with the Natural Resources Defense Council and on studies of how delegation actually works to show that this practice produces a regulatory system so cumbersome that it cannot provide the protection that people need, so large that it needlessly stifles the economy, and so complex that it keeps the voters from knowing whom to hold accountable for the consequences. Contending that delegation is unnecessary and unconstitutional, Schoenbrod has written the first book that shows how, as a practical matter, delegation can be stopped.

Political Responsibility written by Antonio Y. Vázquez-Arroyo and has been published by Columbia University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2016-05-03 with Philosophy categories.

Scholars in the humanities and social sciences have turned to ethics to theorize politics in what seems to be an increasingly depoliticized age. Yet the move toward ethics has obscured the ongoing value of political responsibility and the vibrant life it represents as an effective response to power. Sounding the alarm for those who care about robust forms of civic engagement, this book fights for a new conception of political responsibility that meets the challenges of today's democratic practice. Antonio Y. Vázquez-Arroyo forcefully argues against the notion that modern predicaments of power can only be addressed ethically or philosophically through pristine concepts that operate outside of the political realm. By returning to the political, the individual is reintroduced to the binding principles of participatory democracy and the burdens of acting and thinking as a member of a collective. Vázquez-Arroyo historicizes the ethical turn to better understand its ascendence and reworks Adorno's dialectic of responsibility to reassert the political in contemporary thought and theory.

Security Expertise written by Trine Villumsen Berling and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2015-04-10 with Political Science categories.

This volume brings together scholars from different fields to explore the power, consequences and everyday practices of security expertise. Expertise mediates between different forms of knowledge: scientific and technological, legal, economic and political knowledge. This book offers the first systematic study of security expertise and opens up a productive dialogue between science and technology studies and security studies to investigate the character and consequences of this expertise. In security theory, the study of expertise is crucial to understanding whose knowledge informs security making and to reflect on the impact and responsibility of security analysis. In science and technology studies, the study of security politics adds a challenging new case to the agenda of research on expertise and policy. The contributors investigate cases such as academic security studies, security think tanks, the collaboration between science, anthropology and the military, transnational terrorism, and the ethical consequences of security expertise. Together they challenge our understanding of how expertise works and what consequences it has for security politics and international relations. This book will be of particular interest to students of critical security studies, sociology, science and technology studies, and IR/security studies in general.

The Origins Of Responsibility written by François Raffoul and has been published by Indiana University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2010-04-13 with Philosophy categories.

François Raffoul approaches the concept of responsibility in a manner that is distinct from its traditional interpretation as accountability of the willful subject. Exploring responsibility in the works of Nietzsche, Sartre, Levinas, Heidegger, and Derrida, Raffoul identifies decisive moments in the development of the concept, retrieves its origins, and explores new reflections on it. For Raffoul, responsibility is less about a sovereign subject establishing a sphere of power and control than about exposure to an event that does not come from us and yet calls to us. These original and thoughtful investigations of the post-metaphysical senses of responsibility chart new directions for ethics in the continental tradition.

Are you a heroic leader? Or are you a passive follower? Chances are you act like one or the other, and it's doing serious damage to your company, your customers, and your colleagues. The reason behind your harmful behavior? The fear that you'll be held responsible for any failures -which often makes failure the inevitable outcome. Management guru Roger Martin calls this fear of failure and the behavior it causes "The Responsibility Virus." With lively case studies based on real business practice, he shows how the Virus "infects" corporations and nonprofit organizations large and small. No message could be more urgent in today's business climate.Martin lays out a wholly original way of understanding group dynamics. His impassioned belief in the "power of one" will be required reading for any of us who think about how we function in organizations, from the boardroom to the mail room.
