The maritime domain, hosting the highways of global prosperity—through trade, industrial raw material and energy links—rates high in its potential for conflict. As the global pendulum of economic vibrancy swings eastwards, the Indian Ocean Region (IOR) has been receiving increasing attention from all actors, state as well as non-state ones, and now presents itself in sharp focus as one of the volatile seascapes on this earth. The navies operating in the region will, therefore, need to depend on high technology and associated doctrines and procedures, so as to effectively deal with the wide spectrum of challenges therein. It will also become incumbent upon such littoral states as can afford the high cost of technology, to catch up so as to maintain their relevance in the great game being played out in their very own backyard. The United States as a leader in inventing and exploiting technology sets its own benchmarks in internalization of advanced technologies to undertake maritime missions at and from the sea in support of its military operations ashore. China, on the other hand, has been striving towards achieving asymmetric war-fighting capabilities, supported by other developing technologies as well as core capabilities like the Beidou position-fixing system, which would be central to network-centric operations, including missile guidance systems. As the IOR increasingly transforms into an arena of extra-regional power play, the implications of technologically enabled confrontations and their impact on resident states are poised to weigh in on a scale never imagined before. There is thus, a greater need for India to gain in-depth knowledge of and develop a perspective on advanced technology sensors, weapons, supporting infrastructures, doctrines and futuristic concepts in the maritime domain and their potential as strategic game changers in the IOR. This book aims to foster greater understanding of the challenges facing the IOR and also look at how the technological advances in the maritime domain may possibly handle such challenges. This book examines British naval diplomacy from the end of the Crimean War to the American Civil War, showing how the mid-Victorian Royal Navy suffered serious challenges during the period. Many recent works have attempted to depict the mid-Victorian Royal Navy as all-powerful, innovative, and even self-assured. In contrast, this work argues that it suffered serious challenges in the form of expanding imperial commitments, national security concerns, precarious diplomatic relations with European Powers and the United States, and technological advancements associated with the armoured warship at the height of the so-called 'Pax Britannica'. Utilising a wealth of international archival sources, this volume explores the introduction of the monitor form of ironclad during the American Civil War, which deliberately forfeited long-range power-projection for local, coastal command of the sea. It looks at the ways in which the Royal Navy responded to this new technology and uses a wealth of international primary and secondary sources to ascertain how decision-making at Whitehall affected that at Westminster. The result is a better-balanced understanding of Palmerstonian diplomacy from the end of the Crimean War to the American Civil War, the early evolution of the modern capital ship (including the catastrophic loss of the experimental sail-and-turret ironclad H.M.S. Captain), naval power-projection, and the nature of 'empire', 'technology', and 'seapower'. Winner, Engineer-Historian Award from the American Society of Mechanical Engineers Navies have always been technologically sophisticated, from the ancient world's trireme galleys and the Age of Sail's ships-of-the-line to the dreadnoughts of World War I and today's nuclear-powered aircraft carriers and submarines. Yet each large technical innovation has met with resistance and even hostility from those officers who, adhering to a familiar warrior ethos, have grown used to a certain style of fighting. In Technological Change and the United States Navy, William M. McBride examines how the navy dealt with technological change—from the end of the Civil War through the "age of the battleship"—as technology became more complex and the nation assumed a global role. Although steam engines generally made their mark in the maritime world by 1865, for example, and proved useful to the Union riverine navy during the Civil War, a backlash within the service later developed against both steam engines and the engineers who ran them. Early in the twentieth century the large dreadnought battleship at first met similar resistance from some officers, including the famous Alfred Thayer Mahan, and their industrial and political allies. During the first half of the twentieth century the battleship exercised a dominant influence on those who developed the nation's strategies and operational plans—at the same time that advances in submarines and fixed-wing aircraft complicated the picture and undermined the battleship's superiority. In any given period, argues McBride, some technologies initially threaten the navy's image of itself. Professional jealousies and insecurities, ignorance, and hidebound traditions arguably influenced the officer corps on matters of technology as much as concerns about national security, and McBride contends that this dynamic persists today. McBride also demonstrates the interplay between technological innovation and other influences on naval adaptability—international commitments, strategic concepts, government-industrial relations, and the constant influence of domestic politics. Challenging technological determinism, he uncovers the conflicting attitudes toward technology that guided naval policy between the end of the Civil War and the dawning of the nuclear age. The evolution and persistence of the "battleship navy," he argues, offer direct insight into the dominance of the aircraft-carrier paradigm after 1945 and into the twenty-first century.
