George W. Bush called it "the best job in the world," yet many would argue that the Texas governorship is a weak office. Given few enumerated powers by the Texas Constitution, the governor must build a successful relationship with the state legislature—sometimes led by a powerful lieutenant governor or speaker of the opposing party—to advance his or her policy agenda. Yet despite the limitations on the office and the power of the legislative branch, many governors have had a significant impact on major aspects of Texas's public life—government, economic development, education, and insurance reform among them. How do Texas governors gain the power to govern effectively? The Power of the Texas Governor takes a fresh look at the state's chief executives, from John Connally to George W. Bush, to discover how various governors have overcome the institutional limitations of the office. Delving into the governors' election campaigns and successes and failures in office, Brian McCall makes a convincing case that the strength of a governor's personality—in particular, his or her highly developed social skills—can translate into real political power. He shows, for example, how governors such as Ann Richards and George W. Bush forged personal relationships with individual legislators to achieve their policy goals. Filled with revealing insights and anecdotes from key players in each administration, The Power of the Texas Governor offers new perspectives on leadership and valuable lessons on the use of power.

In their early years, one was a country lawyer, the other a Texas Ranger; during the Civil War, one was a captain, the other a general, in the Confederate Army; during Reconstruction, one was a judge, the other a sheriff and state senator. Both served as Texas governor, after which Richard Coke went to the U.S. Senate and Lawrence Sullivan Ross became the first president of Texas A&M. This joint biography coincides with the story of Texas' coming of age. Because both governors rose to power during such a crucial time, their contributions helped shape Texas.

In 1917, barely into his second term as governor of Texas, James E. Ferguson was impeached, convicted, and removed from office. Impeached provides a new examination of the rise and fall of Ferguson’s political fortunes, offering a focused look at how battles over economic class, academic freedom, women’s enfranchisement, and concentrated political power came to be directed toward one politician. Jessica Brannon-Wranosky and Bruce A. Glasrud have brought together top scholars to shine a light on this unique chapter in Texas history. An overview by John R. Lundberg offers a comprehensive survey of the impeachment process. Kay Reed Arnold then follows the Ferguson story into the halls of academia at the University of Texas—which Ferguson threatened to close—sparking a fierce response by faculty, alumni, students, and, especially, the Women’s Committee for Good Government. Rachel M. Gunter further places the Ferguson impeachment in the context of the suffrage movement. Leah LaGrone Ochoa then explores Ferguson’s hot-and-cold relationship with the Texas press, and Mark Stanley examines the impact of the impeachment on Texas politics in the decades that followed. Jessica Brannon-Wranosky concludes with an assessment of the historical memory of Ferguson's impeachment throughout the twentieth and twenty-first centuries. Impeached: The Removal of Texas Governor James E. Ferguson reveals how power ebbed and flowed in twentieth-century Texas and includes several annotated primary documents critical to understanding the Ferguson impeachment.

From Governor Greg Abbott—Texas governor and rising star in the Republican Party and one of the first prominent politicians to govern from a wheelchair—comes this deeply personal and inspiring life story and a plan to restore America to greatness in what Newt Gingrich calls a “bold and compelling” read. Greg Abbott lost his ability to walk when a huge oak tree crashed down on his back, fracturing vertebrae into his spinal cord, leaving him forever paralyzed. At twenty-six years old, he felt that the future he had dreamed of was gone. But he soon realized that our lives are not defined by our challenges, but by how we respond to them. He went on to overcome his paralytic limitations to become the longest-serving attorney general in Texas history and now governor, all while in a wheelchair. Greg Abbott waged a record number of legal challenges against the federal government that has come unhinged from the Constitution. He also led legal battles to defend the Second Amendment, the Tenth Amendment, and religious liberty. He personally appeared before the U.S. Supreme Court to defend the Ten Commandments monument on the Texas Capitol Grounds—and won. Through these fights he realized that his personal story held an important parallel to America’s current challenges. The Constitution that forms the foundation of our country has been broken, but the people of this nation remain determined to achieve American greatness. Abbott explains that it is up to us to restore America to its rightful luster and power in the world, emerging triumphant from our stumbles. In Broken but Unbowed, Governor Abbott describes firsthand what it was like to be on the frontlines of the historic fights that have refined the Constitution and the lessons he’s learned along the way, offering solutions that will bring us back a government that lives up to the American Dream.

Now, do not misunderstand me, America is great. But we are fed up with being over-taxed and over-regulated. We are tired of being told how much salt to put on our food, what kind of cars we can drive, what kinds of guns we can own, what kind of prayers we are allowed to say and where we can say them, what we are allowed to do to elect political candidates, what kind of energy we can use, what doctor we can see. What kind of nation are we becoming? I fear it's the very kind the Colonists fought against. But perhaps most of all, we are fed up because deep down we know how great America has always been, how many great things the people do in spite of their government, and how great the nation can be in the future if government will just get out of the way. Our fight is clear. We must step up and retake the reins of our government from a Washington establishment that has abused our trust. We must empower states to fight for our beliefs, elect only leaders who are on our team, set out to remind our fellow Americans why liberty is guaranteed in the Constitution, and take concrete steps to take back our country. The American people have never sat idle when liberty's trumpet sounds the call to battle -- and today that battle is for the soul of America.

With limited authority over state lawmaking, but ultimate responsibility for the performance of government, how effective are governors in moving their programs through the legislature? This book advances a new theory about what makes chief executives most successful and explores this theory through original data. Thad Kousser and Justin H. Phillips argue that negotiations over the budget, on the one hand, and policy bills on the other are driven by fundamentally different dynamics. They capture these dynamics in models informed by interviews with gubernatorial advisors, cabinet members, press secretaries and governors themselves. Through a series of novel empirical analyses and rich case studies, the authors demonstrate that governors can be powerful actors in the lawmaking process, but that what they're bargaining over – the budget or policy – shapes both how they play the game and how often they can win it.
