This book carries out a comparative analysis of the power struggles over the post-neoliberal social security reforms in Venezuela and Ecuador. The research breaks down why the social security system reform initiated by Hugo Chávez’ government in Venezuela has come down since its passing in 2002, whereas the social security system reform initiated by Rafael Correa’s government in Ecuador has come along in spite of the obstacles since 2007. All in all, the analysis determined that the struggles over the social security system reforms in both countries remarkably corresponded to each other with regard to their structural conditions, points of contention, and contending actors. In contrast, the analysis established substantial divergences regarding the ways in which the struggles over both reforms came about, due to the divergent development of the struggles for hegemony between government and opposition. These divergences finally brought about the indefinite stagnation of the reform in Venezuela and the advancement of subsequent partial reforms aimed at the universalization of social security in Ecuador.

Launched in 2004, the Latin American regional institution of ALBA (Alianza Bolivariana para los Pueblos de Nuestra América: Bolivarian Alliance for the Peoples of Our America) sought to overcome the historical legacies of neocolonial domination by consecrating the values of cooperation, inclusive development, and popular power. As part of a region-wide effort among states and social movements to break out of the destructive effects of capitalist agriculture, the elevation of food sovereignty—based on the protection of rural livelihoods, land redistribution, and sustainable agricultural production (agroecology)—became a cornerstone of ALBA’s development policy. And yet, these regional aspirations barely saw the light of day, while Venezuela (the beating heart of ALBA) experienced the worst food crisis in its history. How did this come to pass? Based on extensive fieldwork in Venezuela, where the majority of ALBA’s food policies reside, Cultivating Socialism provides the first in-depth study of the ways in which peasants, workers, and states working through ALBA attempted to redress the inequities of commercial agriculture and the limits and contradictions encountered on the road to a regional food sovereignty regime. This book critically assesses the human security challenges faced by states, focusing on how and to what extent the state is influenced by global structures and operations. Having grown rapidly since the 1990s, the field of human security has spawned a wide variety of academic research. This research has helped to reconceptualize the notion of security, both broadening and deepening it, and it has created a space where unconventional and multidimensional forms of security inform international policy practices. However, while various issues and cases of human security have received growing academic attention and policy interest, many of the existing books on human security focus primarily on non-state actors. This leaves a key question unanswered: why do sovereign states take on leadership roles in promoting human security? To answer the question of why and how national governments influence international human security policy, this volume examines the domestic political factors and structures that mediate the range of policy choices. Important domestic variables include the ‘cultural match’ (e.g., ‘Does the country often favor multilateralism and promote a rule-bound international society?’), the nature of the political interests and realities that are present (e.g., ‘Does the country see the promotion of human security as a strategic choice?’), and the occurrence of important historical events such as wars, revolutions, or natural disasters (e.g., ‘Does the country, during the crisis, help to foster a new way of managing enduring security threats?’). At the beginning of the twentieth century, Venezuela had one of the poorest economies in Latin America, but by 1970 it had become the richest country in the region and one of the twenty richest countries in the world, ahead of countries such as Greece, Israel, and Spain. Between 1978 and 2001, however, Venezuela’s economy went sharply in reverse, with non-oil GDP declining by almost 19 percent and oil GDP by an astonishing 65 percent. What accounts for this drastic turnabout?
