The Fukuda Doctrine has been the official blueprint to Japan's foreign policy towards Southeast Asia since 1977. This book examines the Fukuda Doctrine in the context of Japan-Southeast Asia relations, and discusses the possibility of a non-realist approach in the imagining and conduct of international relations in East Asia. The collapse of 54 years of Liberal Democratic Party rule and the advent of a new Democratic Party of Japan raises the question of whether the Fukuda Doctrine is still relevant as a framework to analyse Tokyo's policy and behaviour towards Southeast Asia. Looking at its origins and norms amidst three decades of change, the book argues that the Fukuda Doctrine is still relevant to Japan-Southeast Asian relations, and should be extended to relations between China and Japan if an East Asian Community is to be built. This book provides a novel theoretical framework to understand EU-China diplomatic relations. The existing scholarly literature on EU-China relations is characterised by a dichotomous distinction between material and ideational factors and overemphasises the ‘interest versus value’ motif undergirding EU-China relations. The diplomacy and future direction of the relationship seem as opaque as their extent remains incalculably complex. This book takes us beyond binary motives by introducing a novel theoretical model of diplomatic relationship-building that brings to the fore the more nuanced and latent factors to make sense of EU-China diplomatic relationship-building; the new theory captures the ‘relational’ nature of diplomatic relationship-building by integrating the social layer of ‘intentions’ in understanding international diplomacy. This study further sheds light on the opportunities and challenges in enhancing EU-China relations, through a comparative in-depth investigation of the processes, practices and politics of EU-China climate change and agricultural-trade relations over the past two decades. The book draws on a rich collection of original data, encompassing over 100 interviews with stakeholders of EU-China relations conducted from 2015–2023; strengthened by participant observation at EU and Chinese institutional headquarters and in diplomatic fora that has taken place over the past ten years. Enriching these data are newly disclosed official minutes and documentation regarding EU-China negotiations and cooperation. Since the 1950s, Japan-Europe relations have been characterised by a mutual coldness in terms of diplomatic dialogue, punctuated by a number of trade disputes. This book analyses the development of the political and diplomatic relationship between Japan and Europe, and shows that – especially during the Cold War years – whilst they share a wide range of political values and goals, the quality of diplomatic relations has often been sacrificed to both overcome trade issues and as a result of systemic factors. Focusing on the institutionalization of relations between Japan and the EU, this book examines both the historical-diplomatic dimension and political-strategic discourse. It traces the historical development of the relationship from the post-war years, to the signing of the Japan-EU action plan in 2001, which marked a key turning point in the relationship.
