Turkey now hosts the largest number of Syrian refugees in the world, more than 3.6 million of the 12.7 million displaced by the Syrian Civil War. Many of them are subject to an unpredictable temporary protection, forcing them to live under vulnerable and insecure conditions. The Precarious Lives of Syrians examines the three dimensions of the architecture of precarity: Syrian migrants' legal status, the spaces in which they live and work, and their movements within and outside Turkey. The difficulties they face include restricted access to education and healthcare, struggles to secure employment, language barriers, identity-based discrimination, and unlawful deportations. Feyzi Baban, Suzan Ilcan, and Kim Rygiel show that Syrians confront their precarious conditions by engaging in cultural production and community-building activities, and by undertaking perilous journeys to Europe, allowing them to claim spaces and citizenship while asserting their rights to belong, to stay, and to escape. The authors draw on migration policies, legal and scholarly materials, and five years of extensive field research with local, national, and international humanitarian organizations, and with Syrians from all walks of life. Immigrants from Bulgaria who are ethnically Turkish, they assume certain privileges because of these ethnic ties, yet access to citizenship remains dependent on the whims of those in power. Through vivid accounts of encounters with the police and state bureaucracy, of nostalgic memories of home and aspirations for a more secure life in Turkey, Precarious Hope explores the tensions between ethnic privilege and economic vulnerability and rethinks the limits of migrant belonging among those for whom it is intimated and promised--but never guaranteed. In contrast to the typical focus on despair, Ayşe Parla studies the hopefulness of migrants. Turkish immigration policies have worked in lockstep with national aspirations for ethnic, religious, and ideological conformity, offering Bulgaristanlı migrants an advantage over others. The war in Syria, now in its eighth year, continues to take its toll on the Syrian people. More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward. Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors—including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas—play important roles in shaping the scale and composition of the returns. Overall, refugees have their own calculus of return that considers all of these factors and assesses available options. The Mobility of Displaced Syrians: An Economic and Social Analysis sheds light on the 'mobility calculus' of Syrian refugees. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. It provides a conceptual framework, supported by data and analysis, to facilitate an impartial conversation about refugees and their mobility choices. It also explores the diversified policy toolkit that the international community has available—and the most effective ways in which the toolkit can be adapted—to maximize the well-being of refugees, host countries, and the people in Syria.

The Consequences of Chaos looks beyond the ever-increasing numbers of Syria's uprooted to consider the long-term economic, political, and social implications of this massive movement of people. Neighboring countries hosting thousands or even millions of refugees, Western governments called upon to provide financial assistance and even new homes for the refugees, regional and international organizations struggling to cope with the demands for food and shelter—all have found the Syria crisis to be overwhelming in its challenges. And the challenges of finding solutions for those displaced by the conflict are likely to continue for years, perhaps even for decades. The Syrian displacement crisis raises fundamental questions about the relationship between action to resolve conflicts and humanitarian aid to assist the victims and demonstrates the limits of humanitarian response, even on a massive scale, to resolve political crises. After fifteen years of reconstruction in a relatively peaceful environment spanning the years 1990 to 2004, Lebanon has experienced successive violent political events resulting from complex entangled internal and external struggles. The Syrian crisis and its political, economic and demographic consequences on Lebanon have increased these tensions. This atlas sheds light on these new challenges and adds new data that complete the analyses already published in the Atlas du Liban. Territoires et société (Atlas of Lebanon. Territories and Society) released in 2007 by the same research team. Some of its components are included in this edition. Beyond the international regional crisis and the population movements, it takes into account Lebanon’s socio-economic dimensions, the environmental issues linked to uncontrolled urbanization and to natural risks, as well as conflicts due to local territorial management. This atlas is the result of a collaborative endeavor between French and Lebanese researchers. It uses a geographical approach that puts in the foreground a spatial analysis of social and natural phenomena. Public sources are scarce in Lebanon, especially at the local scale. They are sometimes less reliable and difficult to access. It is particularly the case for the Lebanese census data, conversely data are abundantly available on the refugees population, which is less known than the population of refugees. International data help compare Lebanon to its neighbors. Thematic data produced by some ministries are helpful to provide a detailed view regarding specific domains. Analyses processed on aerial and satellite images have produced essential data on urbanization and environment. Local thematic fieldwork surveys have provided additional data. The book consists of seven chapters. The first one deals with the territorial state-building seen in the light of regional geopolitics, and emphasizes internal violence and the reemergence of militias and armed groups that fight each other and the state army. Lebanon is once again perceived as a territory divided between multiple allegiances. The second chapter is devoted to the analysis of population dynamics, despite the lack of reliable data whose sources are subject to discussion.
