Buddhas, gods, prophets and oracles are often depicted as asking questions. But what are we to understand when Jesus asks “Who do you say that I am?”, or Mazu, the Classical Zen master asks, “Why do you seek outside?" Is their questioning a power or weakness? Is it something human beings are only capable of due to our finitude? Is there any kind of question that is a power? Focusing on three case studies of questions in divine discourse on the level of story - the god depicted in the Jewish Bible, the master Mazu in his recorded sayings literature, and Jesus as he is depicted in canonized Christian Gospels - Nathan Eric Dickman meditates on human responses to divine questions. He considers the purpose of interreligious dialogue and the provocative kind of questions that seem to purposefully decenter us, drawing on methods from confessionally-oriented hermeneutics and skills from critical thinking. He allows us to see alternative ways of interpreting religious texts through approaches that look beyond reading a text for the improvement of our own religion or for access to some metaphysically transcendent reality. This is the first step in a phenomenology of religions that is inclusive, diverse, relevant and grounded in the world we live in.

How are foreign policy objectives and priorities formulated by decision makers in the U.S. government? Dan Haendel answers this question by examining the decision-making process during the Indo-Pakistani War, focusing on the behavior of government institutions and individuals as they attempted to cope with the events of 1971. After a discussion of post-World War II U.S. foreign policy in South Asia, the area's importance to the United States during the Cold War, and the internal crisis in Pakistan leading up to its war with India, the author considers the U.S. government's response to the Indo-Pakistani clash. He discusses the organizational structure for the conduct of U.S. foreign policy, the relative importance of the various governmental decision-making units, and the impact of an individual such as Kissinger within the organization. Using, as his basic source, information gathered in interviews with the participants, he provides an account of deliberations with the U.S. government. This work introduces to the field of foreign policy analysis the concept of priority formulation, Examining the argument that a decision maker establishes a subjective and personal scale, the author points out that beliefs and values are likely to determine the approach used by the decision maker in coping with complex stimuli and in structuring problems.

Consider the problem of a robot (algorithm, learning mechanism) moving along the real line attempting to locate a particular point ? . To assist the me- anism, we assume that it can communicate with an Environment (“Oracle”) which guides it with information regarding the direction in which it should go. If the Environment is deterministic the problem is the “Deterministic Point - cation Problem” which has been studied rather thoroughly [1]. In its pioneering version [1] the problem was presented in the setting that the Environment could charge the robot a cost which was proportional to the distance it was from the point sought for. The question of having multiple communicating robots locate a point on the line has also been studied [1, 2]. In the stochastic version of this problem, we consider the scenario when the learning mechanism attempts to locate a point in an interval with stochastic (i. e. , possibly erroneous) instead of deterministic responses from the environment. Thus when it should really be moving to the “right” it may be advised to move to the “left” and vice versa. Apart from the problem being of importance in its own right, the stoch- tic pointlocationproblemalsohas potentialapplications insolvingoptimization problems. Inmanyoptimizationsolutions–forexampleinimageprocessing,p- tern recognition and neural computing [5, 9, 11, 12, 14, 16, 19], the algorithm worksits wayfromits currentsolutionto the optimalsolutionbasedoninfor- tion that it currentlyhas.
