With the introduction of more aggressive policing, prosecution, and sentencing since the late 1970s, the number of Americans in prison has increased dramatically. While many have credited these "get tough" policies with lowering violent crime rates, we are only just beginning to understand the broader costs of mass incarceration. In Barriers to Reentry? experts on labor markets and the criminal justice system investigate how imprisonment affects ex-offenders' employment prospects, and how the challenge of finding work after prison affects the likelihood that they will break the law again and return to prison. The authors examine the intersection of imprisonment and employment from many vantage points, including employer surveys, interviews with former prisoners, and state data on prison employment programs and post-incarceration employment rates. Ex-prisoners face many obstacles to re-entering the job market—from employers' fears of negligent hiring lawsuits to the lost opportunities for acquiring work experience while incarcerated. In a study of former prisoners, Becky Pettit and Christopher Lyons find that employment among this group was actually higher immediately after their release than before they were incarcerated, but that over time their employment rate dropped to their pre-imprisonment levels. Exploring the demand side of the equation, Harry Holzer, Steven Raphael, and Michael Stoll report on their survey of employers in Los Angeles about the hiring of former criminals, in which they find strong evidence of pervasive hiring discrimination against ex-prisoners. Devah Pager finds similar evidence of employer discrimination in an experiment in which Milwaukee employers were presented with applications for otherwise comparable jobseekers, some of whom had criminal records and some of whom did not. Such findings are particularly troubling in light of research by Steven Raphael and David Weiman which shows that ex-criminals are more likely to violate parole if they are unemployed. In a concluding chapter, Bruce Western warns that prison is becoming the norm for too many inner-city minority males; by preventing access to the labor market, mass incarceration is exacerbating inequality. Western argues that, ultimately, the most successful policies are those that keep young men out of prison in the first place. Promoting social justice and reducing recidivism both demand greater efforts to reintegrate former prisoners into the workforce. Barriers to Reentry? cogently underscores one of the major social costs of incarceration, and builds a compelling case for rethinking the way our country rehabilitates criminals.

For well over one hundred years society had considered ways of helping prisoners on their release from prison, but there had been no serious attempt to assess in a scientific manner the value of such efforts. Originally published in 1974, this book broke with this tradition and was the first full-scale work published in this country evaluating carefully whether an active policy of finding suitable employment for men immediately on their release from prison had beneficial results. The first part of the book discusses the historical development of prison after-care from its early origins in the nineteenth century and indicates how, up to the Second World War, the primary object of after-care had been regarded as the reinstatement of the ex-prisoners in employment. Gradually the specific task of finding jobs for ex-prisoners had become a peripheral activity considered as the responsibility of the Department of Employment. The effectiveness of the Department’s pre-release procedure for prisoners is discussed. The rest of the book considers the fascinating Apex project set up to examine the effectiveness of finding work for ex-prisoners. The work of Apex continued to develop and expand, but the present study considers the first five years when over four hundred men were randomly selected from two London prisons and offered the services of a specialist employment agency. The outcome for these men is compared with a control group of over three hundred men randomly selected from the same prisons. This study is concerned with the general run of the prison population and interestingly shows how some prisoners accept and others reject the offer of an employment service. It further indicates the enormous efforts sometimes needed to find suitable employment for prisoners on release. The outcome of the job interviews, arranged in terms of the proportions attending the interviews, starting the jobs and the length of time men stayed in the jobs arranged, is vital reading for anyone involved in after-care. An important part of the work is the examination of the subsequent reconviction rates for the various groups of offenders and the implication that it seems possible to predict men who are unlikely to be helped by the simple provision of employment on release. The final chapter considers critically some of the assumptions upon which the Apex project was based, and the possible use of computer techniques in the individualization of treatment is briefly discussed. The author was particularly well qualified to discuss this subject, for, apart from his work over a number of years with several after-care organizations, the present project involved working in prisons for over three years as well as interviewing and talking to men after their release. The findings of this study will interest the wide variety of people concerned with prison after-care. Criminologists, sociologists, probation officers and all others working in prisons and after-care will recognize the important implications of the material presented in this book.

Prisoners of Want examines the experience of the unemployed and their protests in France in the interwar years. Little has been written on the experience of unemployment in France despite the wealth of material - social and medical investigations, government reports, novels, memoirs and newspapers - that can be used to reconstruct the representation and reality of the experience. Assessing the impact of unemployed protest upon the authorities (in terms of policy and the longer term development of the welfare state) this book places the role of the unemployed in the wider context of European social movements in the 1930s, as well as considering the significance of unemployed protests upon the French collective memory. The part played by the French Communist Party in the creation and leadership of the movements of the unemployed, and the range of activities these movements undertook, is also explored. From self-help to protests, hunger marches, demonstrations, relief work, school strikes, town hall occupations and riots; all were strategies that the unemployed utilised to draw attention to their plight. Crucial to explaining the characteristics of these movements is an understanding of the dynamics of protest and how different tactics were selected during their development, particularly the extent to which tactical shifts were related to the nature of the response of the authorities. By exploring these under-researched facets of political life, a much fuller understanding of French society during the turbulent interwar years is offered.

This research explores the evidence on the level, pattern and causes of unemployment among people with a criminal record (PwCR) in the UK, with a focus on the recruitment stage of the hiring process and the impact of knowledge of a criminal record on the decision to employ. The Police Act of 1977 introduced 'Basic Disclosure" which authorised employers, with the consent of the individual, to access information on job applicants' and employees' criminal records. A new piece of legislation, the Rehabilitation of Offenders Act, soon to come into force, will alter that ability, and for some PwCR, the Act will allow them to put their criminal record entirely behind them. The causes of unemployment among PwCrs is assumed to be high. However research shows that part of this group - those in prison, and those under probation supervision - exhibit characteristics associated with employment difficulties, such as low qualifications and drug and alcohol abuse. Irrespective of criminal record, this group would be expected to suffer above average levels of unemployment. What impact, then, does the criminal record alone have?

Money, Work, and Crime: Experimental Evidence presents the complete details of the Department of Labor’s $3.4 million Transitional Aid Research Project (TARP), a large-scale field experiment which attempted to reduce recidivism on the part of ex-felons. Beginning in January 1976, some prisoners released from state institutions in Texas and Georgia were offered financial aid for periods of up to six months post-release. Payments were made in the form of Unemployment Insurance benefits. The ex-prisoners who were eligible for payments were compared with control groups released at the same time from the same institutions. The control groups were not eligible for benefits. The assumption that modest levels of financial help would ease the transition from prison life to civilian life was partially supported. Ex-prisoners who received financial aid under TARP had lower rearrest rates than their counterparts who did not receive benefits and worked comparable periods of time. Those receiving financial aid were also able to obtain better-paying jobs than the controls. However, ex-prisoners receiving benefits took longer to find jobs than those who did not receive benefits. The TARP experiment makes a strong contribution both to an important policy area—the reduction of crime through reducing recidivism—and to the further development of the field and experiment as a policy research instrument.
