This Selected Issues paper focuses on gaps and multiplier effects of infrastructure investment in New Zealand. There has been high quality work done to quantify the infrastructure gap for New Zealand by Oxford Economics on behalf of the Global Infrastructure Hub, drawing on international experiences and local data sources, but recognizing the risk that the infrastructure gap may be even larger than that stated in this work. This paper provides further analysis about the effects on New Zealand’s economy of closing the infrastructure gap. Closing the gap has quantifiable benefits, not just because it is a short-term stimulus to aggregate demand, but because of longer-lived effects on productivity, benefiting all sectors of the economy. There are prospective gains from closing New Zealand’s infrastructure gap. New Zealand has improved its infrastructure spending in the past several years. Nonetheless, there is scope to expand it further, to reduce its (admittedly small, but probably understated) infrastructure gap to match other advanced economies, and possibly help with regional development concerns.

Jim Kemeny develops a conceptual framework to present a critical study of comparative rental markets. The transient living situations New Zealanders are facing due to increasing house prices, tightening loan criteria and the removal of Housing New Zealand's 'House for Life' policy, are affecting neighbourhood communities. The percentage of renters in Auckland is fast becoming a majority and a demographic that is scarcely considered in any of New Zealand's housing plans. Glen Innes is one of the first post war suburbs to be built in Auckland; location to hundreds of state subsidised social houses, and given its strong history of renting is the focus area for this thesis. A key factor believed to help create strong neighbourhood communities as seen in Glen Innes and other state housing suburbs was the House for life policy. This gave tenants a security of tenure far above what anyone could find in the private market. It is argued that this stability is what encouraged tenants to get invested, while the new renewable tenancy could see quite the reverse. This thesis redirects the current emphasis placed on homeownership, proposing an alternative plan of a fully rented neighbourhood to accommodate for both state subsidised renters, and market renters. In order to understand how this could occur, the thesis examines four community issues at various scales of design. The government's influence on housing is revealed along with an understanding of the economic proposition of the fully rented neighbourhood. Various urban schemes and case studies are then used to assist the development of a larger urban scheme for Glen Innes, providing an alternative solution to the current redevelopment and privatisation. This leads to the development of a focused area in greater depth, drawing on research around crime within the urban environment to design public activities and spaces with a focus on safe pedestrian environments. Lastly a study on the history of New Zealand's housing reveals the increasingly private lifestyles and the negative impact it has on creating communities. This results in the design of a new form of housing which can expand and contract, allowing an adaptable way of living for all stages of life. The research is combined to design the framework of what a successful and desirable renting neighbourhood might look like. It aims to foster a community environment while providing flexibility, stability and privacy for both state and private renters.

This report examines the experience of 11 countries (including Canada) from Europe, Scandinavia, North America and the Pacific Rim in supporting a private rental sector as part of their national housing system. The purpose was to examine the extent to which other governments have developed policies and programs specifically to encourage the production of rehabilitation of the private rental stock. The main body of the report reviews the objectives of the research, develops a framework for the comparative assessment and looks at the rental market in the selected countries. It then outlines policy issues specific to the private rental sector since 1980 and how each country has responded, summarizing the major policy and program initiatives, which have been identified for each country, and assessing the relevance of this experience for Canada. An appendix provides a detailed profile of each country. It presents the general background on the relative importance of the private rental stock in each country's housing system, the regulatory and tax regimes that affect private rental housing, and the current policy issues related to the private rental sector. Detailed assessments of specific major policies and programs in each country are also included. Key findings of the report include: 1. In almost all countries, except in instances of pressing urgency, governments have adopted a "laissea-faire" approach with regard to encouraging and facilitating private rental housing. 2. Across all countries, the fundamental cause of the low level of investment in private rental production and rehabilitation is the lack of a cmpetitive return relative to other forms of investment, especially in light of the risks inherent in rental investment. 3. The only countries that appear to have maintained a healthy investment for private rental housing without direct subsidies are New Zealand and Australia. Notably, neither have rent controls and permit depreciation and deductibility of rental losses against other sources of income. 4. Variants of virtually all the policy and program initiatives used in other countries have been attempted in Canada over the last three decades. 5. The most critical rental issue facing most governments is not simply the lack of private rental housing production, but the problem that many low-income households do not have sufficient incomes to access rental housing at a cost they can afford.
