This pamphlet examines recent research into the poor laws of Tudor and Stuart England. Dr Beier asks the question ‘who were the poor?’ and in answering it places the ‘problem of the poor’ in its historical context, examining it in relation to medieval provisions for dealing with poverty. He shows how far legislation was influenced by economic changes, by ideas about poverty and by the interests of the legislators themselves. Dr Beier evaluates the varying interpretations of the poor laws, from those who have seen them as an early ‘welfare state’ to those who have considered them to be the manifestation of a ‘Protestant ethic’. The first major regional study of poverty and its relief in the seventeenth century: the first century of welfare. The English 'Old Poor Law' was the first national system of tax-funded social welfare in the world. It provided a safety net for hundreds of thousands of paupers at a time of very limited national wealth and productivity. The First Century of Welfare, which focusses on the poor, but developing, county of Lancashire, provides the first major regional study of poverty and its relief in the seventeenth century. Drawing on thousands of individual petitions for poor relief, presented by paupers themselves to magistrates, it peers into the social and economic world of England's marginal people. Taken together, these records present a vivid and sobering picture of the daily lives and struggles of the poor. We can see how their family life, their relations with their kin and their neighbours, and the dictates of contemporary gender norms conditioned their lives. We can also see how they experienced illness and physical and mental disability; and the ways in which real people's lives could be devastated by dearth, trade depression, and the destruction of the Civil Wars. But the picture is not just one of poor folk tossed by the tidesof fortune. It is also one of agency: about the strategies of economic survival the poor adopted, particularly in the context of a developing industrial economy, of the support they gained from their relatives and neighbours, andof their willingness to engage with England's developing system of social welfare to ensure that they and their families did not go hungry. In this book, an intensely human picture surfaces of what it was like to experience poverty at a time when the seeds of state social welfare were being planted. Between the mid-fourteenth century and the Poor Laws of 1598 and 1601, English poor relief moved toward a more coherent and comprehensive network of support. Marjorie McIntosh's study, the first to trace developments across that time span, focuses on three types of assistance: licensed begging and the solicitation of charitable alms; hospitals and almshouses for the bedridden and elderly; and the aid given by parishes. It explores changing conceptions of poverty and charity and altered roles for the church, state and private organizations in the provision of relief. The study highlights the creativity of local people in responding to poverty, cooperation between national levels of government, the problems of fraud and negligence, and mounting concern with proper supervision and accounting. This is the first study to focus specifically on destitute children who became part of the early British Empire, uniting separate historiographies on poverty, childhood, global expansion, forced migration, bound labor, and law. Britons used their nascent empire to employ thousands of destitute children, launching an experiment in using plantations and ships as a solution for strains on London’s inadequate poor relief schemes. Starting with the settlement of Jamestown (1607) and ending with Britain’s participation in the Seven Years’ War (1756–1763), British children were sent all around the world. Authorities, parents, and the public fought against the men and women they called "spirits" and "kidnappers," who were reviled because they employed children in the same empire but without respecting the complexities surrounding children’s legal status when it came to questions of authority, consent, and self-determination. Children mattered to Britons: protecting their liberty became emblematic of protecting the liberty of Britons as a whole. Therefore, contests over the legal means of sending children abroad helped define what it meant to be British. This work is written for a wide audience, including scholars of early modern history, childhood, law, poverty, and empire.
