The author has spent upwards of ten years in working on this book. His objective is to clarify the military aspect of the Moscow-Peking dialogue which has not yet received its deserved treatment. The apogee of that dialogue seems to have been passed toward the end of the rule of Khrushchev. Yet the Vietnam war spawns fresh contention. Our cover age will span the development from I956 to the present. The beginning of the dispute with regard to the origins of war in general is taken up in the first two chapters. The next three chapters discuss the several types of war with the frame of reference set in what now appears to be a quondam era. But the principle differences between the disputants are just as outstanding today as they were then. The penultimate chapter is somewhat wide in scope in order to deal with the larger and more intensely bitter polemics evolving after Khrushchev left office. There have been many new and startling views held by both sides since then, views splitting them poles apart. Omi nously at issue now is the question of Sino-Soviet peaceful coexistence. Our work, obviously, cannot wait until that question is answered to be finished. The final chapter concludes our study. To write of subjects as dynamic as this one is a challenge because they are current affairs. Due to the swift change of events, no sooner is our typescript put to press than it needs a revision.

How relevant is the concept of war today? This book examines how notions about war continue to influence how we conceive rights and obligations in national and international law. It also considers the role international law plays in limiting what is forbidden and legitimated in times of war or armed conflict. The book highlights how, even though war has been outlawed and should be finished as an institution, states nevertheless continue to claim that they can wage necessary wars of self-defence, engage in lawful killings in war, imprison law-of-war detainees, and attack objects which are said to be part of a war-sustaining economy. The book includes an overall account of the contemporary laws of war and delves into whether states should be able to continue to claim so-called 'belligerent rights' over their enemies and those accused of breaching expectations of neutrality. A central claim in the book is as follows: while there is general agreement that war has been abolished as a legal institution for settling disputes, the time has come to admit that the belligerent rights that once accompanied states at war are no longer available. The conclusion is that claiming to be in a war or an armed conflict does not grant anyone a licence to kill people, destroy things, and acquire other people's property or territory.

Seventy years have passed since the end of the Asia-Pacific War, yet Japan remains embroiled in controversy with its neighbors over the war’s commemoration. Among the many points of contention between Japan, China, and South Korea are interpretations of the Tokyo War Crimes Trial, apologies and compensation for foreign victims of Japanese aggression, prime ministerial visits to the Yasukuni Shrine, and the war’s portrayal in textbooks. Collectively, these controversies have come to be called the “history problem.” But why has the problem become so intractable? Can it ever be resolved, and if so, how? To answer these questions author Hiro Saito mobilizes the sociology of collective memory and social movements, political theories of apology and reconciliation, psychological research on intergroup conflict, and philosophical reflections on memory and history. The history problem, he argues, is essentially a relational phenomenon caused when nations publicly showcase self-serving versions of the past at key ceremonies and events: Japan, South Korea, and China all focus on what happened to their own citizens with little regard for foreign others. Saito goes on to explore the emergence of a cosmopolitan form of commemoration taking humanity, rather than nationality, as its primary frame of reference, an approach increasingly used by a transnational network of advocacy NGOs, victims of Japan’s past wrongdoings, historians, and educators. Most wars between countries end quickly and at relatively low cost. The few in which high-intensity fighting continues for years bring about a disproportionate amount of death and suffering. What separates these few unusually long and intense wars from the many conflicts that are far less destructive? In Logics of War, Alex Weisiger tests three explanations for a nation's decision to go to war and continue fighting regardless of the costs. He combines sharp statistical analysis of interstate wars over the past two centuries with nine narrative case studies. He examines both well-known conflicts like World War II and the Persian Gulf War, as well as unfamiliar ones such as the 1864-1870 Paraguayan War (or the War of the Triple Alliance), which proportionally caused more deaths than any other war in modern history. When leaders go to war expecting easy victory, events usually correct their misperceptions quickly and with fairly low casualties, thereby setting the stage for a negotiated agreement. A second explanation involves motives born of domestic politics; as war becomes more intense, however, leaders are increasingly constrained in their ability to continue the fighting. Particularly destructive wars instead arise from mistrust of an opponent's intentions. Countries that launch preventive wars to forestall expected decline tend to have particularly ambitious war aims that they hold to even when fighting goes poorly. Moreover, in some cases, their opponents interpret the preventive attack as evidence of a dispositional commitment to aggression, resulting in the rejection of any form of negotiation and a demand for unconditional surrender. Weisiger's treatment of a topic of central concern to scholars of major wars will also be read with great interest by military historians, political psychologists, and sociologists.
