Bureaucracy is an integral part of modern democratic polity. The modern democratic states are built upon the bureaucratic structure that undergrid these states, although there is a vast difference in bureaucratic traditions and cultures in between developed and developing democratic and democratizing societies. As a developing region, South Asia has a longstanding tradition of bureaucratic organization. The traditional bureaucracies were "patrimonial" in nature, where loyalty was valued more than professionalism. However, the replacement of the concept of modern "rational-legal" bureaucracy in traditional societies like South Asia was initiated by the colonial master rulers or imperial powers following the conceptualization of modern bureaucracy by Max Weber. Their (colonial rulers) intention was to establish a "steel frame" of administration in South Asia so that their hegemony remains intact even after the breakdown of colonial hegemony. Studies of democratic politics in India,the military dominated authoritarian stateof Pakistan and the newly democratic state of Bangladesh have addressedthis heavily in the literature of politics and administration, but far less explained the process of governance, particularlyexplaining the politicization of the bureaucracy in South Asia. The role of bureaucracy in governance is not a new phenomenon in the discourse of politics and administration. Irrespective of the regions and the systems of government, professional mandarins or bureaucracies (rational-legal, neutral and merit-based) are exceedingly involved in the process of governance and development, and immensely contribute to the development by serving as advisers, inventors, and decision-makersalong with the elected politicians as the agent of change. Thus, a study has been carried out on the politics-bureaucracy relationship and the role of bureaucracy in governance. Yet, academics are interested to understand the nature of the relationship between politics and bureaucracy, their transition, and their mutual interaction in politics from different perspectives and academic point of view with intellectual inquiry. This monograph is with the South Asian bureaucracy, focusing on the light of politicization.

This book examines how mass media debates have contributed to the politicization of the European Union. The public controversies over the EU’s attempted Constitution-making (and its failure) sowed the seeds for a process of politicization that has advanced ever since: an increasing visibility for the EU in mass-mediated public debates that is combined with a growing public contestation over Europe within national politics. The book presents an original systematic study of the emerging field of political discourse carried by the mass media in France, Germany and Britain to examine the performance of Europe’s public sphere. Whilst the EU’s increasing politicization can be seen as beneficial to European democracy, potentially ‘normalizing’ the EU-level within national politics, the same developments can also be a threat to democracy, leading to populist and xenophobic responses and a decline in political trust. This edited book provides a first overview of how populist parties responded to the COVID-19 pandemic crisis in Europe. Although populism would normally benefit from crisis situations (e.g., political representation or economic crises), the peculiar nature of this health crisis does not make the benefit obvious. For it to be exploited, a crisis must be politicized. While populists have tried to take advantage of the crisis situation, the impossibility of taking ownership of the COVID-19 issue has made the crisis hard to be exploited. In particular, populists in power have tried to depoliticize the pandemic, whereas radical right-populists in opposition tried to politicize the crisis, though failing to gain the relevant public support. This book considers populist parties in eight European democracies, providing a framework of analysis for their responses to the COVID-19 crisis. It does so by engaging with the literature on crisis and populism from a theoretical perspective and through the lens of the politicization process.

Why are migration policies sometimes heavily contested and high on the political agenda? And why do they, at other moments and in other countries, hardly lead to much public debate? The entrance and settlement of migrants in Western Europe has prompted various political reactions. In some countries anti-immigration parties have gained substantial public support while in others migration policies have been hardly controversial. The Politicisation of Migration examines the differences between seven Western European countries by developing a conceptual framework to empirically explain patterns of politicisation and de-politicisation. The analyses show that over the past decade immigration has been increasingly defined in socio-cultural terms and that it has been receiving less political attention since the economic crisis started in 2007. This book also looks at the role of mainstream parties and political actors in the process of politicisation, and demonstrates how the role of ‘challengers’ is more limited than often assumed. This book elucidates the link between the politics of a now seemingly permanent crisis in Europe and the politicisation of European integration. Looking at the epistemic dimension of crises, it suggests that the way in which a crisis is framed and contested determines its potential impact on the level of politicisation of European integration. Europe is more challenged and contested today than it has even been, facing crisis of an almost existential kind. Yet, political crises are manufactured and narrated, so Europe has the possibility to intervene and 'bring about her recovery', instead of letting these crises prove terminal. This book explores the political process in and through which certain events come to be framed as constitutive of a moment that requires a decisive intervention. It shows that crises require a double framing: a situation needs to be identified as one of crisis in the first place and, subsequently, the nature and character of the crisis need to be specified. By examining a wide range of policy areas, the book demonstrates that framing of crises, i.e., identifying one situation both as a crisis and a crisis of a particular kind, contributes to the politicisation (or depoliticisation) of the process of European integration. The chapters in this book were originally published as special issue of Journal of European Integration.
