California was perhaps the most important locus for the development of the Progressive reform movement in the decades of the twentieth century. These twelve original essays represent the best of the new scholarship on California Progressivism. Ranging across a spectrum that embraces ethnicity, gender, class, and varying ideological stances, the authors demonstrate that reform in California was a far broader, more complicated phenomenon than we have previously understood. Since the 1950s, scholars have used California Progressivism as a model case study for explaining early twentieth-century social and political reform nationwide. But such a model—which ignored issues of class, race, and gender—simplified a political movement that was, in fact, quite complex. In revising the monolithic interpretation of reform and reformers, this volume provides a better understanding of the sweeping reform impulses that had such a profound effect on American political and social institutions during this century. Equally important, the issues examined here offer significant insights into problems that the entire country must tackle as we approach the new century.

Beginning in 1901, this history traces the pioneering progressive origins of the Francis W. Parker School of Chicago to its neoprogressive vision for the twenty-first century. It is the story of the school's evolution from the founding years (1901-1930), through the Eight-Year Study and the postwar innovations (1930-1965), to the progressive challenge (1965-1995). The story closes as the school is being reconceptualized and the building reconstructed. This book explains the interrelationship of three of Chicago's education progressives - John Dewey, the philosopher; Colonel Francis W. Parker, the father of progressive education; and Anita McCormick Blaine, the financier and visionary. Several themes shaping the school unify the text: (1) the influence of psychology on educational practice; (2) the centrality of the teacher and instruction in the school; (3) the value of a model upon which to build curriculum; and (4) the interdependent relationship between democracy and education. The fourth theme is as applicable to the multicultural Chicago of today as it was in the 1900s. Marie Kirchner Stone uses Colonel Parker's purpose of the common school - «to create citizens for a democratic society» - as the yardstick to measure the value of progressive education in today's democracy.

In Illiberal Reformers, Thomas Leonard reexamines the economic progressives whose ideas and reform agenda underwrote the Progressive Era dismantling of laissez-faire and the creation of the regulatory welfare state, which, they believed, would humanize and rationalize industrial capitalism. But not for all. Academic social scientists such as Richard T. Ely, John R. Commons, and Edward A. Ross, together with their reform allies in social work, charity, journalism, and law, played a pivotal role in establishing minimum-wage and maximum-hours laws, workmen's compensation, progressive income taxes, antitrust regulation, and other hallmarks of the regulatory welfare state. But even as they offered uplift to some, economic progressives advocated exclusion for others, and did both in the name of progress. Leonard meticulously reconstructs the influence of Darwinism, racial science, and eugenics on scholars and activists of the late nineteenth and early twentieth centuries, revealing a reform community deeply ambivalent about America's poor. Economic progressives championed labor legislation because it would lift up the deserving poor while excluding immigrants, African Americans, women, and 'mental defectives, ' whom they vilified as low-wage threats to the American workingman and to Anglo-Saxon race integrity. Economic progressives rejected property and contract rights as illegitimate barriers to needed reforms. But their disregard for civil liberties extended much further. Illiberal Reformers shows that the intellectual champions of the regulatory welfare state proposed using it not to help those they portrayed as hereditary inferiors, but to exclude them. -- Provided by publisher.

This study recreates the intellectual climate and transatlantic setting of turn-of-the-century American reform. It examines the influence and meaning of German social thought and reform in the American Reform Movement prior to World War I. The American Progressives used the German theories in order to develop and establish new concepts of reform and to base democracy on principles other than possessive individualism, utilitarian ethics, and market ideology that liberalism held in stock. However, due to the war these reforms lost their radical character. In the end, the progressive quest for a broader sphere of public control, participatory models of reform, and social ethics yielded to the liberal model of regulation, business co-operation, and administrative efficiency, and to the moralistic agenda of prohibition and immigration control.
