One of the most pressing challenges in the fight against terror is the way in which terrorist organizations have developed uniquely effective recruitment tools. Terrorist groups such as ISIS have successfully indoctrinated followers from all over the world, expanding their reach far beyond the Middle East. It is imperative that the international community finds effective ways to respond to this threat. This book presents findings and recommendations from the NATO Advanced Research Workshop (ARW) ‘Human Factors in the Defense Against Terrorism: the Case of Jordan’, held in the Hashemite Kingdom of Jordan in November 2016. A stable and reliable energy supply is of critical importance and enhances resilience against political and economic pressures. As was noted during the NATO Warsaw Summit in 2016, energy developments could have significant political and security implications for the alliance and its allies, as demonstrated by the crises to NATO's east and south. This book presents papers from the NATO Advanced Research Workshop “Addressing Emerging Security Risks for Energy Flows over South Caucasus”, which took place in Tbilisi, Georgia, in December 2016. The issue of protecting essential infrastructure against the threat of terrorist attack is one which continues to concern governments worldwide. But terrorism is not the only threat this infrastructure may face: environmental hazards, industrial accidents and sabotage are also major concerns. Protecting critical infrastructure is expensive, but many of the solutions apply whatever the cause of the problem, and in these days of scarce resources, multi-sector or multi-threat solutions are preferred. This book presents the proceedings of the NATO Centre of Excellence – Defence against Terrorism (COE-DAT) Advanced Research Workshop entitled Critical Infrastructure Protection, held in Ankara, Turkey, in May 2012. The workshop brought together 44 participants from 13 countries and consisted of five sessions: a general overview of policy, tools and techniques; the realities of implementation; protection of energy infrastructure; protection of communications and information infrastructure; and protection of transport infrastructure. The papers were presented by 16 expert speakers – military and civilian practitioners, business leaders, diplomats, and academics – from 6 countries, and each was followed by a detailed discussion and debate. Technology has been the spark that ignited NATO’s interest and commitment to scientific advancement during its history.
