Critical energy infrastructure such as oil and gas pipelines, storage facilities and electricity grids are increasingly becoming the target of criminal and terrorist attacks. This book contains the papers presented at the NATO Advanced Research Workshop (ARW) ‘The Protection of Critical Energy Infrastructure against Emerging Security Challenges’, held in Tbilisi, Georgia, in November 2014.The main objective of this ARW was to investigate the security risks to critical energy infrastructure, namely cyber and terrorist attacks, as well as to identify opportunities for public-private partnerships to meet these risks. One of the most pressing challenges in the fight against terror is the way in which terrorist organizations have developed uniquely effective recruitment tools. Terrorist groups such as ISIS have successfully indoctrinated followers from all over the world, expanding their reach far beyond the Middle East. It is imperative that the international community finds effective ways to respond to this threat. This book presents findings and recommendations from the NATO Advanced Research Workshop (ARW) ‘Human Factors in the Defense Against Terrorism: the Case of Jordan’, held in the Hashemite Kingdom of Jordan in November 2016. The aim of the workshop was to deepen NATO-Jordanian cooperation within the Mediterranean Dialogue (MD) framework by sharing best practices in counter-terrorism and de-radicalization strategies among government authorities and distinguished experts from the diplomatic, military, academic, and private sectors. The discussions were centered around the technological and psychological aspects of terrorist recruitment techniques, particularly with regard to social media and other information-sharing platforms. A stable and reliable energy supply is of critical importance and enhances resilience against political and economic pressures. As was noted during the NATO Warsaw Summit in 2016, energy developments could have significant political and security implications for the alliance and its allies, as demonstrated by the crises to NATO's east and south. This book presents papers from the NATO Advanced Research Workshop “Addressing Emerging Security Risks for Energy Flows over South Caucasus”, which took place in Tbilisi, Georgia, in December 2016. The workshop brought together academics specializing in energy security, practitioners dealing with energy infrastructure, safety and critical energy projects, NATO and EU experts, and representatives from industry, civil society and governmental agencies. The workshop consisted of six major panels, which addressed numerous issues and emphasised the importance of the energy transit function of Georgia and the South Caucasus. Damage to critical energy infrastructure as a result of terrorism, criminal activity or natural disaster can have a significant impact at both a national and international level. Reducing the vulnerability of critical infrastructure to protect populations is therefore a high priority for governments worldwide, and high-quality training courses and advanced technologies are imperative in this regard. This book presents edited contributions from the NATO Advanced Training Course (ATC) entitled ‘Critical Energy Infrastructure Protection: Innovative Structures and Materials for Blast and Ballistic Protection’, held as a virtual event from 22 - 25 March 2021. The issue of protecting essential infrastructure against the threat of terrorist attack is one which continues to concern governments worldwide. But terrorism is not the only threat this infrastructure may face: environmental hazards, industrial accidents and sabotage are also major concerns. Protecting critical infrastructure is expensive, but many of the solutions apply whatever the cause of the problem, and in these days of scarce resources, multi-sector or multi-threat solutions are preferred. This book presents the proceedings of the NATO Centre of Excellence – Defence against Terrorism (COE-DAT) Advanced Research Workshop entitled Critical Infrastructure Protection, held in Ankara, Turkey, in May 2012. The workshop brought together 44 participants from 13 countries and consisted of five sessions: a general overview of policy, tools and techniques; the realities of implementation; protection of energy infrastructure; protection of communications and information infrastructure; and protection of transport infrastructure. The papers were presented by 16 expert speakers – military and civilian practitioners, business leaders, diplomats, and academics – from 6 countries, and each was followed by a detailed discussion and debate. The workshop concluded with a summary of all the topics reflected in the individual papers presented. Technology has been the spark that ignited NATO’s interest and commitment to scientific advancement during its history. Since its creation, the Science for Peace and Security (SPS) Programme has been instrumental to NATO’s commitment to innovation, science and technological advancement. During the years, SPS has demonstrated a flexible and versatile approach to practical scientific cooperation, and has promoted knowledge-sharing, building capacity, and projected stability outside NATO territory. The priorities addressed by the SPS Programme are aligned with NATO’s strategic objectives, and aim to tackle emerging security challenges that require dynamic adaptation for the prevention and mitigation of risks. By addressing priorities such as advanced technologies, hybrid threats, and counter-terrorism, the Programme deals with new, contemporary challenges. On 17-18 September 2019, the SPS Programme gathered at the KU Leuven University a wide number of researchers from a selection of on-going and recently closed SPS projects in the field of security-related advanced technologies for a “Cluster Workshop on Advanced Technologies”. The workshop covered, in particular, the following scientific domains: communication systems, advanced materials, sensors and detectors, and unmanned and autonomous systems.
