Active labor market policies (ALMPs) are found in almost all countries of the world but differ in amplitude, design, and implementation. Comprising an array of measures, ALMPs can take the form of special support for job searching, training and education for the unemployed, and various other subsidies and job creation activities. While providing a valuable overview of the nature of these policies, this book examines some of the pitfalls and challenges countries face when evaluating them. It also provides a policy framework for designing ALMPs that are permanent yet adaptable instruments to cope with changes linked to globalization. Contents Introduction Historical background of ALMPs Definition and functions of ALMPs Contribution of ALMPs to the objectives of employment creation, security in change, equity and poverty reduction Differences in the utilization of ALMPs: Developed, transition and developing countries Evaluation of ALMPs New trends in ALMPs Conclusions: A framework for the management of change Bibliography

In 1964, Lyndon Johnson declared an "unconditional war on poverty," launching a variety of new antipoverty programs and enhancing existing ones. This war is still being fought. But with what success? And at what cost? Incorporating new data from the 2000 census, the eighth edition of Programs in Aid of the Poor provides an up-to-date, comprehensive overview of current federal programs aimed at alleviating poverty in the United States. The authors focus on programs that offer cash support, provide goods and services to poor people, address the well-being of children and youth, prepare young people to earn above-poverty incomes, and offer adults a second chance to earn their way out of poverty. They also discuss the definition of poverty, identify who the poor are, and generalize the causes of poverty. "To an extent," the authors find, "we have prosecuted our war against poverty the way Senator George Aiken of Vermont advised that we do in Vietnam: 'Declare victory and go home.' Yet the war against poverty has not been abandoned. Skirmishes continue, with widely fluctuating commitment." Co-authors Garth and Stephen Mangum and Andrew Sum have also prepared a companion volume, The Persistence of Poverty in the United States, analyzing the underlying causes of poverty and its persistence in America.

Annotation The proper matching of workers with job openings is essential for a well-functioning market economy. In recent years, more than 10 percent of the U.S. workforce search for jobs at any one time. The federal and state governments have long recognized the importance of assisting in the job search process. In 1933, the Wagner-Peyser Act was established to provide federal funding to states to operate a nationwide network of public employment offices. Since enactment, labor exchange (e.g., job finding and placement) services under the Wagner-Peyser Act have been available universally to employers and job seekers without charges or conditions. Today, this network includes more than 1,800 local offices of State Employment Security Agencies that are affiliated with the U.S. Employment Service (ES). The Workforce Investment Act (WIA) of 1998 amended the Wagner-Peyser Act to be part of the one-stop delivery system, which provides universal access to core (i.e., labor exchange) services and Title I adult and dislocated worker programs. The one-stop centers provide services to both job seekers and employers. For the job seeker, services include assessment, counseling and testing, job search workshops, and job placement. For employers, services include job order taking, recruitment, screening, and referral of job seekers.

The labor market has changed dramatically in recent decades. In the 1980s an average of 2 million workers each year lost their jobs because of the increasingly global economy, rapid advances in technology, and corporate downsizing. During the same period, immigration increased and Congress passed welfare reform legislation that required many more Americans to join the workforce. Legislators have looked closely at federal job training programs in recent years, and in 1998 passed the two major acts mandating change. In Improving the Odds, experts on labor policy explore the effects of current programs on earnings and employment, recommend improvements in programs, and assess the methodologies used to measure their effectiveness. The editors offer several strategies to help policymakers design programs that fulfill the promise of keeping workers out of poverty. Contents: -Publicly Funded Training in a Changing Labour Market (Burt S. Barnow and Christopher T. King) -The Economic, Demographic, and Social Context of Future Employment and Training Programs (Frank Bennici, Steven Mangum, and A ndrew M. Sum) -Welfare Employment Programs: Impacts and Cost-Effectiveness of Employment and Training Activities (Lisa Plimpton and Demetra Smith Nightingale) -The Impact of Job Training Partnership Act Programs for Adult Welfare Recipients (Jodi Nudelman) -Training Success Stories for Adults and Out-of-School Youth: A Tale of Two States (Christopher T. King, with Jerome A. Olson, Leslie O. Lawson, Charles E. Trott, and John Baj) -Employment and Training Programs for Out-of-School Youth: Past Effects and Lessons for the Future (Robert I. Lerman) -Customized Training for Employers: Training People for Jobs That Exist and Employers Who Want to Hire Them (Kellie Isbell, John Trutko, and vBurt S. Barnow) -Training Programs for Dislocated Workers (Duane E. Leigh) -Methodologies for Determining the Effectiveness of Training Programs (Daniel Friedlander, David H. Greenberg, and Philip K. Robins) -Reflections on Training Policies and Programs (Garth L. Mangum) -Strategies for Improving the Odds (Burt S. Barnow and Christopher T. King).
