Excerpt from The Public Works Administration Inasmuch as the statutes governing the p.w.a. Have been few and general in their provisions, and since no periodic reports have been issued by the establishment, the writer has had to rely on a considerable variety of sources for information concerning the activities of the p.w.a. These include executive orders issued by the President, the opinions of the Attorney General and of the Comptroller General, the hearings before committees of Congress, and the publications of the p.w.a. Considerable use has been made of administrative orders, press releases, and similar materials generally issued in mimeographed form, as well as of the rules and regulations available in printed form. Some use has also been made of non-governmental publications. These sources have been supplemented by personal interviews and by correspondence with officials of the establishment. The manuscript of this study was completed early in 1938. Since then, a new public works program under the supervision of the Public Works Administration has been inaugurated. It has not been practicable to incorporate in the text the changes effected as part of this new pro gram. Excerpt from Municipal Administration Much has been written on various aspects and problems of municipal administration, and some brief general outlines have also appeared; but nothing has thus far been published which can claim to be more than a partial or an elementary treatment, as indeed the authors would be the first to admit. This stage of fragmentary writing has been a necessary and an important one is developing the discussion and literary treatment of a new subject of large and growing significance. It would seem, however, that the time has now come for a more comprehensive and more systematic treatise, and it is an attempt in this direction that the writer makes bold to present this work. The title, "Municipal Administration," probably conveys a general idea of the subject to the minds of readers. Yet such is the vagueness and uncertainty with which words are used that it will be worth while to make the conception more exact by some definition of terms. Administration is a general term with the widest range of meaning, applying to the management of any kind of business. In reference to public affairs, administration is the detailed execution of general policies, the application of laws. It is to be contrasted and distinguished from legislation, and is indeed the work of public officials, established and set in operation by legislative measures. Municipal administration is that branch of public administration intrusted to municipal officials. The duties of such officials are almost exclusively of an administrative rather than a legislative character; and for that reason the title given is preferred to the less definite term "municipal government." Excerpt from Public Buildings: A Survey of Architecture of Projects Constructed by Federal and Other Governmental Bodies Between the Years, 1939 The information in this book is based on a report made for the President in May 1939 by the "Committee on Architectural Surveys." The report was called "Survey of the Architecture of Completed Projects of the Public Works Administration." The Committee consisted of the two authors of this book, who were appointed by the then Administrator of the Federal Emergency Administration of Public Works and by the then Director of Procurement of the Treasury Department. Since the report was compiled, the Public Works Administration and the Public Buildings Branch of the Procurement Division were transferred to the Federal Works Agency, on July 1, 1939, together with the Works Progress Administration, the Public Roads Administration, and the United States Housing Authority, in accordance with the reorganization plan of President Franklin D. Roosevelt. In order to obtain the best and most representative selection of projects for that Survey, a Selection Committee was formed consisting of four architects, three being in the Government and one who was brought in from private practice for this purpose. The exact information about each Non-federal project was obtained from the records by representatives brought in from each of the Regional Offices of the P. W. A. The information about Federal projects was obtained by direct contact with the departments, bureaus, and agencies of the Federal Government.
