This monograph is intended to generate discussion on the challenges of developing a coordinated U.S. strategy toward North Korea. It begins by looking at U.S. policy and actions toward North Korea and the situation on the Korean Peninsula over the past decade. This monograph examines the regional interests of China, Russia, South Korea, Japan, and the United States in relation to North Korea and the impact that North Korean culture and traditions have had on North Korean society. Based on this analysis, the monograph recommends that, if we expect to have any influence over events in North Korea, U.S. policy must emphasize engagement with Pyongyang. This engagement should include discussions, negotiations, cultural exchanges, and even diplomatic relations. Only by engaging North Korea on multiple levels, will we begin to understand each other, and only then will we be able to exercise some level of positive influence on them. This will not be easy, nor will it happen quickly. North Korea is a difficult nation to negotiate with and often reacts in a manner that outside observers see as counterproductive. Although it will not be easy, a policy of actively engaging North Korea will eventually provide the United States with a forum to exert a limited degree of influence on the Pyongyang leadership. It will also give us a better understanding of what is actually happening inside North Korea. Ultimately, we must keep in mind that, as in the case of Eastern Europe, events on the ground are likely to outpace any planning we do. It is extremely critical that we have both an awareness of events as they are occurring and the flexibility of action to ensure appropriate measured responses. A policy of engagement toward the North is also a double-edged sword for the Pyongyang leadership. North Korea's biggest weakness may, in fact, be opening up to the West. When this begins to happen, there is significant potential for the regime to be weakened. Yet North Korea's current economic situation leaves its leadership few options. The leadership seems to understand that they must work with the United States and other nations in order to get assistance. However, the more North Korea's population is able to see and have contact with Americans and other Westerners, the more they will start to see what they really do not have and cannot achieve under the current regime. The challenge will then become one of controlling the North Korean population's expectations and grievances so they do not resort to violence.

And as the capital of the nation, Pyongyang has already entered into fast transformation stage with numbers of developments both in public and private sectors since the new regime of Kim Jung Un. However, we sometimes overlook the fact that the city was built based on the goal to be an ideal socialist city. After the three years of Korean War in the 1950s, Pyongyang was completely demolished and had a unique chance to build a new city based on the socialist ideology. Although the current morphology may not be exactly same as the original master plan, many urban spaces and infrastructures remain as evidences of socialist urban planning. And interestingly enough, these are urban elements that have major conflict with the idea of market-oriented economy, and at the moment, the morphology of the city is already changing. Then, the question is, will Pyongyang become one of post-socialist cities, having them as precedents to the city, or will it have its own development path that is unprecedented?

North Korea’s economic and security policies imperil both itself and its neighbours. The economy has been contracting for almost a decade, and the regime appears unwilling or unable to arrest the decline. Instead, Pyongyang has resorted to begging for international aid. This approach alone cannot work: fundamental reform is needed; without it, the regime cannot survive. In the meantime, the North’s problems will be destabilising for the region. Pyongyang has secured short-term international humanitarian assistance, but in the long term the South is its best hope for investment and economic help. Despite Pyongyang’s defensive approach to the South, limited commercial arrangements are in place, and may moderate the North’s policies and help to ease the unpredictable consequences of Pyongyang’s collapse. Pyongyang has tried to improve relations with the US in a bid to ease economic sanctions and attract investment. However, the nuclear deal reached with the US in October 1994 – under which the North agreed to give up its ambiguous nuclear programme – is in difficulties. In this paper, David Reese argues that, despite these problems, the North’s neighbours must persevere with engagement policies. At the same time, South Korea and the US must maintain their security posture on the Peninsula. South Korean President Kim Dae Jung’s attempts to establish commercial links with the North need time and patience, and should not be derailed by relatively minor incidents. Both Seoul and Washington must ensure that they coordinate their policies to prevent the North from playing one off against the other. Selectively easing sanctions on a case-by-case basis could allow the North to earn desperately needed hard currency. Although it is difficult for Washington and Seoul to maintain political support for engagement, both should make further efforts to draw the North into making significant policy changes. The US and South Korea should ensure that they involve the interested regional parties in efforts to draw the North into the international community. China has a key role to play in developments on the Peninsula. Both Seoul and Washington should therefore ensure that they work closely with Beijing. While historical sensitivities make it difficult for Japan to play a leading role, Tokyo would be central to the North’s economic recovery, and must not be marginalised. Russia also has a contribution to make to the broader security guarantees which could develop from accommodation between North and South. Ultimately, the course of events on the Peninsula will depend primarily on the North. Pyongyang shows little sign of being prepared to engage constructively with the US and South Korea. As its economy deteriorates, its options will narrow further. Until domestic forces in North Korea shift, the US and its allies should expect a protracted phase of desultory and sometimes destabilising diplomatic manoeuvres by Pyongyang.

Following a review of Korean diplomatic history and competing theoretical approaches, along with a synthetic national-identity theory as an alternative approach, one chapter each is devoted to how Korea relates to the four powers in turn, and the book concludes with a consideration of inter-Korean relations and potential reunification.
