The third historic meeting of Allied leaders in 1943 (Casablanca and Trident occurred earlier in the year), the Quadrant Conference (also called the Quebec Conference) was held from August 14 to 24 in Quebec City, Canada. President Franklin D. Roosevelt, British prime minister Winston S. Churchill, and the Combined Chiefs of Staff attended the conference, and Canadian prime minister Mackenzie King served as host. The opening of a second front in northern France, code-named Operation Overlord, was extensively discussed at the conference. Ultimately, the Allied leaders decided that Overlord was to be the main effort in Europe for the next year, with a target invasion date of May 1, 1944. In the Pacific, one important decision reached at Quadrant was the establishment of the Southeast Asia Command in the China-Burma-India Theater. Another major Allied focus in the Pacific was planning strategic bombing operations for the defeat of Japan using B-29 Superfortresses. During World War II, President Franklin D. Roosevelt and Prime Minister Winston S. Under policy guidance from their national leaders, the newly formed US Joint Chiefs of Staff and their British counterparts, known collectively as the Combined Chiefs of Staff, hammered out the military details of allied strategy. The minutes of the Combined Chiefs' meeting at the major conferences touch on virtually every policy and strategy issue of World War II, from initial troop deployments to counter Axis aggression, through the debates about the location and timing of the principal Anglo-American offensives, to the settlement of post-war occupation boundaries. Besides being an invaluable primary source on the early years of the Joint Chiefs of Staff and on the planning and conduct of World War II, these documents also offer insights for today on the problems of managing a global coalition war. Originally highly classified documents, the minutes were declassified on October 3, 1973. QUADRANT (Quebec, 14-24 August 1943). Roosevelt, Churchill, and their military chiefs of staff decided that the cross-Channel attack, codename OVERLORD, was to be the main Anglo-American effort in Europe for 1944, with a target date of 1 May. They approved the outline plan developed by the combined Chief of Staff to the Supreme Allied Commander (COSSAC) staff and authorized preparations. The combined bomber offensive was to continue with the "highest strategic priority." At the same time, the offensive against Italy was to continue. Planning was authorized for an invasion of southern France as a companion to OVERLORD. The allies approved the U.S. schedule of operations in the Central and South Pacific and established the Southeast Asia Command in the CBI. The leaders discussed the shift of forces to the Pacific after Germany's defeat and established a twelve-month target for finishing off Japan after Germany surrendered.

he Argonaut Conference, which lasted from January 30 to February 11, 1945, took place in two locations: the island of Malta and Yalta in the Soviet Union. This important conference marked the second occasion that the Big Three leaders—President Franklin D. Roosevelt, British prime minister Winston S. Churchill, and Soviet premier Joseph Stalin—and the Combined Chiefs of Staff conferred on the progress of the war. The first part of the conference (sometimes called the Malta Conference) occurred in Malta from January 30 to February 3. It was an opportunity for American and British leaders to plan for the final campaign against the Germans and to prepare for the Yalta meeting with Stalin and Soviet leaders. The second part of the conference, also known as the Yalta Conference, was hosted by Stalin in the Soviet resort town from February 4 to 11. The Octagon Conference (also called the Second Quebec Conference) occurred from September 12 to 16, 1944, in Quebec City, Canada. The primary attendees were President Franklin D. Roosevelt, British prime minister Winston S. Churchill, and the Combined Chiefs of Staff (CCS). Canadian prime minister Mackenzie King served as host for the conference but did not attend significant meetings. The Terminal Conference (also known as the Potsdam Conference) marked the final meeting of the Allied leaders during World War II. Held in Potsdam, Germany, from July 17 to August 2, 1945, the conference was notable for several reasons. First, Germany had unconditionally surrendered on May 8, allowing the Allies to devote the majority of Terminal’s planning to the war against Japan. Second, two members of the original Big Three would not attend the conference in its entirety. President Franklin D. Roosevelt had passed away on April 12, and his role at the meeting was filled by his successor Harry S. Truman. Winston S. Churchill, the British prime minister, was only present for the first part of the conference; he was replaced on July 26 by the newly elected Clement R. Attlee. Of the original Big Three leaders, only Soviet premier Joseph Stalin attended all of the meetings at Potsdam. During the first month of 1943, President Franklin D. Roosevelt and British prime minister Winston S. Churchill met at the Anfa Hotel in Casablanca in French Morocco for a ten-day conference to plan the next stages of the war against the Axis. Accompanied by the French generals Charles de Gaulle and Henri Giraud, the two leaders and the Combined Chiefs of Staff mapped out the grand strategy for both the European and the Pacific theaters. The Sextant Conference (also known as the Cairo Conference) was held in Cairo, Egypt, from November 22 to 26, 1943. The three main participants were President Franklin D. Between December 1941 and July 1945 the Allied Heads of State met nine times to decide the ongoing strategy of World War II with their chiefs of staff. President Franklin Roosevelt and Prime Minister Winston Churchill decided the strategies for the Mediterranean and the Far East at the Arcadia conference in December 1941, reconvening in Casablanca for the symbol conference in 1943. They then considered the European campaign at the Trident Conference in May and the Quadrant conference in August. Generalissimo Chiang Kai-Shek joined them in Egypt for the Sextant Conference in November 1943, while Premier Joseph Stalin welcomed them to Tehran for the Eureka conference. The Octagon conference in September 1944 reaffirmed the Allied partnership's commitment to the European campaign. They then travelled to Yalta in the Crimea the following February to agree with Stalin how to end the war in Europe at the Argonaut conference. At the final conference in Potsdam, Berlin, in July 1945 President Harry S. Truman took the place of the recently deceased Roosevelt and the new PM Clement Atlee replaced Churchill part-way through the conference. They discussed the chaos of Europe and an end to the campaign against Japan; Truman also took Stalin aside to tell him about the atomic bomb.
