This collection of eighteen original essays evaluates the use and misuse of common-property resources, taking as its starting point ecologist Garret Hardin's assertion in "The Tragedy of the Commons" that common property is doomed to overexploitation in any society. This book represents the first cross-cultural test of Hardin's argument and argues that, while tragedies of the commons do occur under some circumstances, local institutions have proven resilient and responsive to the problems of communal resource use.

A FINANCIAL TIMES BEST ECONOMICS BOOK OF 2022 'A landmark book... The Blue Commons is at once a brilliant synthesis, a searing analysis, and an inspiring call to action.' - David Bollier 'With remarkable erudition, passion and lyricism, Guy Standing commands the reader to wake up to the threat posed by rentier capitalism's violent policies for extraction, exploitation and depletion of that which is both common to us all, but also vital to our survival: the sea and all within it.' - Ann Pettifor 'Shines a bright light on the economy of the oceans, directing us brilliantly towards where a sustainable future lies.' - Danny Dorling 'This is a powerful, visionary book - essential reading for all who yearn for a better world.' - Jason Hickel The sea provides more than half the oxygen we breathe, food for billions of people and livelihoods for hundreds of millions. But giant corporations are plundering the world's oceans, aided by global finance and complicit states, following the neoliberal maxim of Blue Growth. The situation is dire: rampant exploitation and corruption now drive all aspects of the ocean economy, destroying communities, intensifying inequalities, and driving fish populations and other ocean life towards extinction. The Blue Commons is an urgent call for change, from a campaigning economist responsible for some of the most innovative solutions to inequality of recent times. From large nations bullying smaller nations into giving up eco-friendly fishing policies to the profiteering by the Crown Estate in commandeering much of the British seabed, the scale of the global problem is synthesised here for the first time, as well as a toolkit for all of us to rise up and tackle it. The oceans have been left out of calls for a Green New Deal but must be at the centre of the fight against climate change. How do we do it? By building a Blue Commons alternative: a transformative worldview and new set of proposals that prioritise the historic rights of local communities, the wellbeing of all people and, with it, the health of our oceans.

Not since Marx identified the manufacturing plants of Manchester as the blueprint for the new capitalist society has there been a more profound transformation of the fundamentals of our social life. As capitalism faces a series of structural crises, a new social, political and economic dynamic is emerging: peer to peer. What is peer to peer? Why is it essential for building a commons-centric future? How could this happen? These are the questions this book tries to answer. Peer to peer is a type of social relations in human networks, as well as a technological infrastructure that makes the generalization and scaling up of such relations possible. Thus, peer to peer enables a new mode of production and creates the potential for a transition to a commons-oriented economy.

In Tragedy in the Commons, Alison Loat and Michael MacMillan, founders of the non-partisan think tank Samara, draw on an astonishing eighty exit interviews with former Members of Parliament from across the political spectrum to unearth surprising observations about the practice of politics in Canada. Though Canada is at the top of international rankings of democracies, Canadians themselves increasingly don’t see politics as a way to solve society’s problems. Small wonder. In the news, they see grandstanding in the House of Commons and MPs pursuing agendas that don’t always make sense to the people who elected them. But elected officials make critical choices about how this wildly diverse country functions today and how it will thrive in the future. They direct billions of dollars in public funding and craft the laws that have allowed Canada to lead the way internationally. Even with so much at stake, citizens—voters—are turning away. How did one of the world’s most functional democracies go so very wrong? In Tragedy in the Commons, MPs describe arriving at their political careers almost by accident; few say they aspired to be in politics before it “happened” to them. In addition, almost without fail, each MP describes the tremendous influence of their political party: from the manipulation of the nomination process to enforced voting in the House and in committees, the unseen hand of the party dominates every aspect of the MP’s existence. Loat and MacMillan ask: Just what do we want Members of Parliament to be doing? To whom are they accountable? And should parties be trusted with the enormous power they wield with such little oversight or citizen involvement? With unprecedented access to the perspective and experience of Canada’s public leaders, Tragedy in the Commons concludes by offering solutions for improving the way politics works in Canada, and how all Canadians can reinvigorate a democracy that has lost its way, its purpose and the support of the public it is meant to serve.

Garrett Hardin's seminal essay "The Tragedy of the Commons" appeared in 1968 and has been at the center of the debate on commonly owned ground or resources such as Western public grazing or the oceans. This is the second edition of a book exploring the issues raised in Hardin's essay. As scarce resources are increasingly strained. It is ever more crucial to identify those resources which are held in common and are therefore prone to "tragic" waste and abuses. The essay in this volume focus on alternate institutional approaches to managing these resources to prevent such tragedy.

The joint challenges of population increase, food security and conservation of agrobiodiversity demand a rethink of plant breeding and agricultural research from a different perspective. While more food is undeniably needed, the key question is rather about how to produce it in a way that sustains biological diversity and mitigates climate change. This book shows how social sciences, and more especially law, can contribute towards reconfiguring current legal frameworks in order to achieving a better balance between the necessary requirements of agricultural innovation and the need for protection of agrobiodiversity. On the assumption that the concept of property can be rethought against the background of the 'right to include', so as to endow others with a common 'right to access' genetic resources, several international instruments and contractual arrangements drawn from the plant-breeding field (including the Convention on Biological Diversity, technology exchange clearing houses and open sources licenses) receive special consideration. In addition, the authors explore the tension between ownership and the free circulation and exchange of germplasm and issues such as genetic resources managed by local and indigenous communities, the ITPGRFA and participatory plant-breeding programmes. As a whole, the book demonstrates the relevance of the 'Commons' for plant breeding and agricultural innovation.
