This is a highly technical explanation of how the value of a gold sovereign was fixed relative to a specific quantity of pure gold. The author is keen to dismiss incorrect reports as to why the price of gold on the open market was rising and how this might affect the value of the Pound Sterling.

Excerpt from Some Observations Upon the Argument Drawn by Mr. Huskisson and the Bullion Committee: From the High Price of Gold Bullion If I'know my own mind, those opinions have been formed as coolly and dispassion ately as they could have been upon any point of abstract science and I should have felt it as impossible to avoid coming to the conclusion to which I have been led, upon this subject, as to refuse my assent to the demonstration of any problem in mathe maties. Excerpt from The High Price of Bullion: A Proof of the Depreciation of Bank Notes The quality of utility, beauty, and scarcity, says Drmith, are the original foundation of the high price of those metals, or of the great quan tity of other goods for which they can every Where be exchanged. This value was antecedent to, and independent of their being employed as coin, and was the quality which fitted them for that employ ment. Excerpt from Observations on the Report of the Bullion Committee For several years past, my attention has been almost exclusively directed, to objects rconnected with the agricultural interests, and improvement of the country. Financial in quiries, though formerly a favourite pursuit, had been for some time laid aside, and would not probably have been resumed, at least for the present, were it not that some rumours had gone abroad, that a Select Committee, appointed to enquire into the cause of the high price of bullion, and to take into consideration the state of the circulating medium, and of the exchanges between Great Britain and foreign parts, 'had resolved to recommend to Parliament, restrictions on our paper circulation; an idea which seemed to me likely to produce the most fatal consequences to the most important interests of these kingdoms. Excerpt from Gold and Prices Since 1873 Frewen, Nineteenth Century, October, 1885, p. 595, carries the error still further by claiming that prices change with the production of gold. One can not weigu much weight to Mr. Frewen, when he declares that capital is spent rather than accumulated in the United States, because of the heavy taxation 1 (p. Dr. Soetbeer, Materialien, p. 81, reminds us that both Huskisson and Jacob attributed the depression which prevailed in Europe after 1815 to a scarcity of the precious metals. He also mentions an interesting book by J. Helferich, published in 1843, which combated the Quantitats-theorie, and explained that credit can separate the function of a medium of exchange from that of a measure of value, and can serve as the former without affecting the latter. Most German bimetallists (excepting Dr. Arendt) agree with Messrs. Gifien and Goschen in attributing the fall in prices and the depression of trade to the scarcity of gold. But, on the other hand, Bourne, Journal of Statistical Society, June, 1879, p. 417, who denies the scarcity of gold, claims, with Mul hall, that the quantity of gold has no relation to prices.
