Goldstein argues that we need to face up to what the war costs the average American—both in taxes and in changes to our way of life. Goldstein contends that in order to protect the United States from future attacks, we must fight—and win—the War on Terror. Yet even as President Bush campaigns on promises of national security, his administration is cutting taxes and increasing deficit spending, resulting in too little money to eradicate terrorism and a crippling burden of national debt for future generations to pay. The Real Price of War breaks down billion-dollar government expenditures into the prices individual Americans are paying through their taxes. Goldstein estimates that the average American household currently pays $500 each month to finance war. Beyond the dollars and cents that finance military operations and increased security within the U.S., the War on Terror also costs America in less tangible ways, including lost lives, reduced revenue from international travelers, and budget pressures on local governments. The longer the war continues, the greater these costs. In order to win the war faster, Goldstein argues for an increase in war funding, at a cost of about $100 per household per month, to better fund military spending, homeland security, and foreign aid and diplomacy. Americans have been told that the War on Terror is a war without sacrifice. But as Goldstein emphatically states: “These truths should be self-evident: The nation is at war. The war is expensive. Someone has to pay for it.”

Nearly two decades after the declaration of a ‘War on Terror,’ the precise relationship between warfare and terrorism remains unclear. The United States and its allies have long sought to inflict a decisive defeat upon groups such as Al Qaeda and ISIS, while regarding their individual members as malevolent criminals undeserving of combatant status. A clearer understanding of how terrorists define victory, and how their method of fighting relates to conventional military forces, is necessary in order to devise more realistic and effective strategies of counterterrorism. On Absolute War constructs a theoretical framework for the study of terrorism based on Carl von Clausewitz’s On War, widely regarded as the greatest analysis of war ever written. Through a review of Clausewitz’s work and a set of historical case studies ranging from the Fenian Dynamite Campaign of the 1880s to the wars in Iraq and Afghanistan, Prof. Fleury reveals just how closely terrorism mimics the logic of war. Terrorism attempts to restore war to its theoretical baseline, a condition that Clausewitz called ‘absolute war’ featuring relentless escalation toward a climactic result. While never achieving this ideal in practice, terrorists succeed to the extent that they compel their enemies and their prospective followers to engage mutual escalation, which will ultimately favor whichever side is better able to jettison logistical and normative limits. Consequently, states must engage terrorists on the basis of Clausewitz’s two most important injunctions, namely that war is temporary and subordinate to political controls. Given the very real prospect of a war without any temporal and spatial limits, On Absolute War provides the theoretical basis for a strategy of limiting the effects of terrorism, rather than repeatedly trying and failing to destroy it.

They died without warning or any sense that they were in danger or that they had done anything wrong. The depth of the tragedy can be gauged by the pain one feels reading their full-page obituaries that have run for weeks in the New York Times. Those whose pictures and short, biographical sketches are published there were persons in the midst of busy lives, with plans now never to be completed and aspirations, now never to be fulfilled. They leave loved ones and friends for whom there is no consolation, no ability to forget. In our anger and grief, it is evidently easy for many to forget that what we experienced in the horror of a few short hours is what peoples in many parts of the world have had to learn to live and die with. Modern war and rebellions are increasingly waged against noncombatants, unarmed and vulnerable. Those who died at the World Trade Center, at the Pentagon, and in a field in Pennsylvania were innocent. Our country in our retaliation against Afghanistan, has not been innocent of raining down bombs and rockets that while aimed at "the enemy" inevitably killed as many innocent civilians as died on September 11. And if the toll is less, it is because of fortuity, not our humanity. Our decade-long boycott of Iraq and far longer boycott of Cuba, have been the direct cause of death for thousands of women and children while strengthening rather than forcing an end to the leadership in those countries. Wonderful words, but for those who design and carry out our foreign policy, they come years, even decades too late. Only in recent weeks has the mainstream and mostly conservative media begun reluctantly to provide us with some idea of how much our policies have caused understandable hate in much of the Third World. And since that
