Acts of terrorist violence and foreign espionage may pose a serious threat to the security of the United States; yet recent disclosures demonstrate the great risk in giving an agency such as the FBI unlimited authority for gathering intelligence about terrorists and spies. Taking into account the findings and recommendations of the post-Watergate inquiries into FBI operations, John Elliff analyzes the legal and policy questions posed by a "security police" in a nation committed to constitutional government and the rule of law. The author draws on his experience both as principal consultant for the Police Foundation's research on FBI intelligence operations and as head of the Church committee's congressional staff task force on domestic intelligence. He examines the changes made in the structure and policy framework for FBI intelligence operations, including issues not fully resolved by reorganization and new guidelines. He also covers the standards and procedures for dealing with misconduct by FBI personnel. Dr. Elliff concludes that the present restrictions on FBI activities are necessary and that close supervision and control by the Attorney General will allow the Bureau to operate effectively without depriving law-abiding persons of their privacy or their freedom. In the aftermath of September 11 2001, the Federal Bureau of Investigation (FBI) embarked on a program to reform its intelligence and national security programs. Many experts agree the FBI has made progress in some areas (dissemination of raw intelligence), but some believe that the FBI has shown little progress in other areas (establishing an integrated and proactive intelligence program) while the FBI's budget increased by 68 per cent from 2001-2005. The Weapons of Mass Destruction Commission has recommended, and the White House has approved, the establishment of a National Security Service within the FBI. This Service would integrate the FBI's Counterterrorism and Counterintelligence Division with the FBI's Directorate of Intelligence (DI). Whether this organisational change will yield substantive results is an open question. This book analyses the FBI's overall intelligence reform effort, focusing on the implementation of intelligence reform initiatives in the field.

COINTELPRO. An acronym for Counterintelligence Program, this is the code name the FBI gave to the secret operations aimed at five major social and political protest groups--the Communist party, the Socialist Workers Party, the Ku Klux Klan, black nationalist hate groups, and the New Left movement. Spying on America, the first book to chronicle all five of the operations, tells the story of how the FBI, from 1956 until COINTELPRO's exposure in 1971, expanded its domestic surveillance programs and increasingly employed questionable, even unlawful, methods in an effort to disrupt what amounts to virtually our entire social and political protest movement. Violations of citizens' constitutional rights were rampant, and the secret operations actually resulted in a number of deaths. At the time, neither the public nor the news media knew anything about COINTELPRO. In vivid detail, Spying on America demonstrates that the system of checks and balances designed to prevent such occurrences was simply not functioning--until an illegal act uncovered the secret activities. The book opens with the daring raid of a Media, Pennsylvania FBI office by a group that adeptly used its booty--about 1,000 classified documents--to make COINTELPRO operations public. The burglars, who called themselves the Citizen's Commission to Investigate the FBI, used sophisticated methods (the FBI never caught up with them), releasing copies of incriminating documents to the media at carefully timed intervals.
