These include a more stable macroeconomic environment through the fiscal consolidation programme, a more favourable balance of trade buttressed by expanding oil exports and an increasingly sophisticated financial system, as evidenced by a soon-to-be-launched commodities exchange and increased integration with regional and international securities markets. This 2017 Article IV Consultation highlights that Ghana has shown mixed macroeconomic performance in recent years, with significant shocks being amplified by policy slippages and resulting external and domestic imbalances. Growth in 2016 was 3.5 percent, the lowest level in two decades. A recovery of growth is expected in 2017–18, owing to an increase in oil production, declining inflation, and lower imbalances with the right policy implementation. Inflation has continued to decline and the exchange rate has been broadly stable. The external position has continued to improve, supported by strong foreign investors’ participation in the domestic debt market. Over the medium term, both the fiscal deficit and the current account deficit are projected to decline gradually.

Economic growth has been extremely robust following the country’s discovery of oil in 2007, reaching well into the double-digits and driving a boom in consumption and investment. Growth in Ghana during the last decade has not translated into meaningful benefits for rural households who experienced an increase in poverty in recent years. This reflects, among other factors, the relatively weak performance of the agricultural sector and its general lack of competitiveness. The government has identified agriculture as the backbone of its development strategy and is committed to address the numerous challenges faced by the sector. However, it is likely to encounter fiscal constraints in a postdevelopment assistance era. It is therefore crucial to understand the trade-offs associated with alternative spending strategies. In this study we develop an economywide modeling framework for analyzing returns to public spending in support of agriculture. The model is used to evaluate the effect of compositional shifts in spending given marginal returns to different areas of investment. Our analysis focuses especially on extension services and input subsidies as two important components of the government’s agricultural development strategy. The objective of the study is to advise policymakers on which spending strategy is the most likely to contribute to government’s development goals, such as poverty reduction or economic growth. We find that a doubling of the share of agriculture in total public budget would accelerate agricultural growth to somewhere between 7.6% and 8.6% against the business-as-usual scenario of about 3.5%. The level of growth achieved depends on the types of policies that are favored. In the examples presented here, we show that an input subsidy-oriented spending strategy may yield significant benefits in the short run (1–5 years), and especially in an expansionary fiscal environment, but investments in effective extensive services are more sustainable and rewarding in the medium- to longer-run (6–10 years), especially when public resources are more constrained. These results demonstrate why short-term political goals might result in policy choices that are suboptimal from a longer-term development perspective.

International banking standards are intended for the regulation of large, complex, risk-taking international banks with trillions of dollars in assets and operations across the globe. Yet they are being implemented in countries with nascent financial markets and small banks that have yet to venture into international markets. Why is this? The Political Economy of Bank Regulation in Developing Countries: Risk and Reputation explores the politics of banking regulation in eleven countries across Africa, Asia, and Latin America. It shows how financial globalization generates strong reputational and competitive incentives for developing countries to converge on international standards. Politicians, regulators, and large banks in developing countries implement international standards to attract international investment, bolster their professional standing, and further integrate their countries into global finance. Convergence is not inevitable or uniform: implementation is often contested and regulators adapt international standards to the local context. This book contributes to our understanding of the ways in which governments and firms in the core of global finance powerfully shape regulatory decisions in the periphery, and the ways that governments and firms from peripheral developing countries manoeuvre within the constraints and opportunities created by financial globalization.
