This 2012 Article IV Consultation highlights that the pace of economic activity in Jordan remains subdued. Following a period of robust growth during 2000–09 supported by a favorable external environment, economic activity slowed sharply. Jordan is also facing risks from a further deterioration in its terms of trade and unrest in neighboring countries. Executive Directors have commended the authorities’ track record of prudent and effective macroeconomic management. Directors have also welcomed the fiscal tightening in the 2012 budget and the authorities’ three-year fiscal reform agenda.

Since completion of the first review, Jordan has preserved macroeconomic stability in a most difficult environment. It has weathered a series of severe and highly persistent shocks, including regional conflicts, domestic uncertainty, the hosting of Syrian refugees, the disruption of critical export markets, and rising borrowing costs. 2018 proved particularly challenging, but also saw important progress on key fiscal and structural reforms. While some slippages and delays, including a persistent shortfall in revenue collection, were a setback in the authorities’ fiscal consolidation efforts, most benchmarks from the first review have now been met (with the remainder expected to be met in the next few months). The authorities have passed a critical income-tax reform, which if implemented effectively, will result in a more balanced tax system, reducing exemptions, and supporting efforts against tax evasion. More importantly, they have formulated a comprehensive medium-term reform program to create the conditions for higher and more inclusive growth. Decisive implementation is now key to sustainably improve economic prospects.

A number of Jordan’s key economic indicators have improved over the last year and GDP is forecast to grow by 3.5% in 2014. Jordan’s reliance on energy imports is being addressed with increased focus on domestic oil shale reserves and nuclear energy, while plans to build a pipeline through the country from Iraq will provide a stable oil supply at discounted rates. Jordan’s expanding population has put pressure on state services, particularly health, where the private sector is expected to play an increasingly prominent role. Tourism revenues rose in 2014 and, with the unveiling of a new arrivals terminal at Aqaba International Airport and plans for a national rail network, these are expected to rise further in the coming years. All in all, continued political stability, large scale transportation developments, the availability of a young, educated workforce and government efforts to reduce the fiscal deficit and the country’s reliance on energy imports should ensure Jordan maintains its strong position in the region.

Jordan’s economy continues to show resilience despite a challenging external environment. The economy continues to grow, albeit at a somewhat slower pace, inflation is low, and reserve buffers are strong. Growth is projected to pick up pace in 2025, contingent upon the Israel-Gaza conflict ending and its impact fading. Uncertainty is high, however, and structural challenges remain, with continued high unemployment.
