Investigating the issue of employee representation in multinational companies (MNCs), this book sets out to systematically conceptualise the modes of articulation between different action fields. While previous studies have focused on forms of employee representation that have emerged throughout recent decades, rather little is known about the interaction and coordination of representational bodies and actors, such as trade unions and European or World Works Councils. Given the growing importance of transnational restructuring in MNCs, understanding the conditions under which employees are able to participate in company decision-making is a crucial issue. Based on empirical case studies and interviews with employee representatives from ten countries across Europe, the authors investigate the role of representational bodies in periods of company restructuring. Despite a substantial legacy of literature on EU interest representation, there is no systematic analysis available on whether a European model of interest representation in EU governance is detectable across functional, and territorial, categories of actors. ‘Functional’ actors include associations for business interests, the professions, and trade unions, as well as ‘NGOs’ and social movements; territorial based entities include public actors (such as regional and local government), as well as actors primarily organised at territorial level. What are the similarities and differences between territorial, and functional, based entities, and are the similarities greater than the differences? Are the differences sufficient to justify the use of different analytical tools? Are the differences within these categories more significant than those across them? Is there a ‘professionalised European lobbying class’ across all actor types? Does national embeddedness make a difference? This examination of lobbying communities explores how interest group populations are constructed and how they influence politics and public policy. By examining how populations of interest groups are comprised, this work fills an important gap between existing theories of the origins of individual interest groups and studies of interest group influence. The population ecology model of interest communities developed here builds on insights first developed in population biology and later employed by organizational ecologists. The model's central premise is that it is the environmental forces confronting interest organizations that most directly shape the contours of interest populations. After examining the demography of interest organizations in the fifty American states, the population ecology model is used to account for variations in the density and diversity of their interest communities, the nature of competition among similar interest organizations to establish viable niches, and the impact of alternative configurations of interest communities on the legislative process and the policies it produces. These empirical findings suggest that the environment of interest communities is highly constraining, limiting their size, composition, and potential impact on politics.
