Is capitalism in Southeast Asia 'real' or a 'chimera', that is, some Southeast Asian derivative of capitalism that ultimately will not be sustainable? Malaysia, where an intimate relationship has been forged between the state and business in an effort to create Malay capitalists, presents an interesting and illuminating case in the debate. In this work Peter Searle identifies the complex interaction between the state, the dominant political party (UMNO) and business as the source of dynamism or defeat in the development of Malay capitalists. He also challenges a common view that Chinese business groups are completely different from Malay business groups. Overall this study argues against drawing sharp contrasts between dependency and self-reliance, between state and capital, and between rent-seekers and true 'productive' capitalists. For it is from that amalgam of categories and groups the study concludes that a form of capitalism is emerging in Malaysia which is nonetheless remarkably dynamic and resilient, despite its unorthodox origins.

…Formally speaking, the New Economy Policy had been replaced by the New Economic Order, which had been promulgated in the name of liberalism. Thus it may seem that the issues and concerns addressed by the book had been rendered irrelevant by the shift in policy. Against such proposition, I must say that my book addresses itself to the question of ideas, principles and weltanschaaung beyond mere policies and formality. It is therefore too early in the day to conclude that the new liberalism has definitively replaced the New Economic Policy (NEP) as an era and ethos, throwing into question the relevance of this book. It may well turn out to be that the issues and concerns of the book transcend superficial policy changes in a more fundamental way. -Shaharuddin Maaruf University of Malaya 15 April 2014 The sweep through the history of Malay political ideas which is to be encountered in Malay Ideas on Development from Feudal Lord to Capitalist – a sweep achieved with analytic skill and clarity – will stimulate new readers to seek more detailed examination of one targeted writer or another. Creating such desire is an indication of the book’s effectiveness. Juxtaposing one thinker with another, setting modern debate in the context of traditional political thought, proposing categories or streams of political thinking – ‘capitalistic nationalism’, ‘traditionalistic nationalism’ and so forth – is the best possible way of promoting a greater interest in the history of Malay political thinking, and not just as an academic enterprise. Shaharuddin Maaruf is one of a small handful of scholarly pioneers whose work has the capacity to enrich the quality of political debate in Malaysia. -Anthony Milner Basham Professor for Asian History, Australian National University

Does the industrial development of a country entail the democratization of its political system? Malaysia in the World Economy examines this theme with regards to Malaysia in the period between 1824 and 2011. Capitalism was first introduced into Malaysia through colonialism specifically to supply Britain with much-needed raw materials for its industrial development. Aside from economic exploitation, colonial rule had also produced a highly unequal and socially distant multicultural society, whose multifaceted divisions kept the colonial rulers in supreme authority. After independence, Britain ensured that Malaysia became a staunch western ally by structuring in a capitalist system specifically helmed by western-educated elites through what appeared to be "formal" democratic institutions. In such a system, the Malaysian ruling elites have been able to "manage" the country's democratic processes to its advantage as well as preempt or suppress serious internal challenges to its power, often in the name of national stability. As a result, an increasingly unpopular National Front political coalition has remained in power in the country since 1957. Meanwhile, Malaysia's marginal position in the world economy, which has maintained its economic subordination to the developed countries of the west and Japan, has reproduced the internal social inequities inherited from colonial rule and channeled the largest returns of economic growths into the hands of the country's foreign investors as well as local elites associated with the ruling machinery. Over the years however, the state has lost some of its political legitimacy in the face of widening social disparities, increased ethnic polarization, and prevalent corruption. This has been made possible by extensive exposures of these issues via new social media and communications technology. Hence, informational globalization may have begun to empower Malaysians in a new struggle for political reform, thereby reconfiguring the balance of power between the state and civil society. Unlike other past research, Malaysia in the World Economy combines both macro- and micro-theoretical approaches in critically analyzing the relationship between capitalist development and democratization in Malaysia within a comparative-historical and world-systemic context.

Malaysian 'development' has been concentrated first in plantation crops, and more recently in industrial growth. The Malaysian Government has attempted to decentralize the country's industrial activities by setting up industrial estates in smaller towns and rural locations. This book traces the industrial growth of a rural subdistrict in Johor following the state's investment in the 1,000-hectare Pasir Gudang Industrial Estate on the Johor Straits, the inflow of considerable foreign and domestic capital, the establishment of several key industries, and a massivehousing development. It analyses the impact of these developments on the Malay rural kampongs, Chinese New Villages, agricultural plantations, and the FELDA resettlement scheme that existed prior to the establishment of the industrial estate. While the state is rightly proud of Pasir Gudang's impressive capital growth, it is less assured of the welfare and livelihood of its people. Industrial development has led to the displacement of the rural workforce and the increasing dependence of local residents on wage labour in factories. Thecreation of a large migrant population has strained public services to breaking point and further aggravated the problems of tenancy and squatting. In addition, severe social tensions and racial divisions have coloured the transformation of industrial and residential areas.
