In a world where almost all societies are multi-religious and multi-ethnic, we need to study how social cohesion can be achieved in different contexts. In some geographical areas, as in the Middle East and the Indian subcontinent, people of different religious belonging have, through the ages, lived side by side, sometimes in harmony and sometimes in dissonance. In other geographical regions, as in Scandinavia, societies have been quite religiously homogeneous but only recently challenged by immigration.In both locations the relations between religious minority and majority are very much on the agenda. In order to discuss the situation for non-Muslims in Muslim majority societies, a consultation was convened with both Muslim and Christian participants from Pakistan, Palestine, Lebanon, and Sweden. Some of the participants work in academic settings, others in faith-based organisations, some in jurisprudence and others with theological issues. Non-Muslims in Muslim Majority Societies is the result of thatconsultation. The intention of the book is to trigger reflection and further thinking, through papers that discuss issues such as freedom of religion, minority rights, secular and religious legislation, and inter-religious dialogue in Muslim majority societies. Although the articles are presented as 'works in progress' and remain tentative in many of their conclusions, this book is an important contribution to the global debate over religious tolerance and religious pluralism.

Historically, the Arab-Muslim conquerors overran vast territories containing diverse non-Muslim populations. Many of these conquered people surrendered to Muslim domination under a special treaty called dhimma in Arabic. As such these non-Muslim indigenous populations, mainly Christians and Jews, were then classified under Islamic law as dhimmis (meaning "protected"). Although protected status may sound benign, this classification in fact referred to "protection" from the resumption of the jihad against non-Muslims, pending their adherence to a system of legal and financial oppression, as well as social isolation. Non-Muslim citizens living under the Khilafah are referred to, in the Shari'ah, as dhimmi. The term "dhimmi" is derived from the word "dhimma," which means "obligation to fulfill a covenant." Islam considers all people living under the Khilafah as citizens of the Islamic State and treats them with equal status. Discrimination between Muslims and dhimmi is forbidden. The state must secure and protect their beliefs, honour, mind, property and life. The status given to the dhimmi was clarified by the Messenger of Allah (saw), who said, "The one who kills a Mu'ahid (non-Muslim under protection of the Khilafah) without right will not smell the fragrance of Jannah [Paradise] even if its smell was forty years traveling distance" [Ahmed]. Imam Qarafi also summed up the responsibility of the State to the dhimmi when he said: "It is the responsibility of the Muslims to the People of the Dhimma to care for their weak, fulfill the needs of the poor, feed the hungry, provide clothes, address them politely, and tolerate their harm even if it was from a neighbour, even though the Muslim would have an upper hand. The Muslims must also advise them sincerely on their affairs and protect them against anyone who tries to hurt them or their family, steals their wealth, or violates their rights." What must be understood is that the fair and just treatment of "ahl al-dhimma" (people of the covenant) is attributable to the adherence to the laws of Allah (swt). Just as Muslims are obligated by Allah (swt) to establish salat, Muslims are obligated to be just to the non-Muslims. Islam does not permit the Muslims to renege on their obligations to non-Muslims under the pretext of "national security."
