This book explores the extraordinary difficulties a nation-state’s law enforcement and military face in attempting to prevent cyber-attacks. In the wake of recent assaults including the denial of service attack on Estonia in 2007 and the widespread use of the Zeus Trojan Horse software, Susan W. Brenner explores how traditional categories and procedures inherent in law enforcement and military agencies can obstruct efforts to respond to cyberthreats. Brenner argues that the use of a territorially-based system of sovereignty to combat cyberthreats is ineffective, as cyberspace erodes the import of territory. This problem is compounded by the nature of cybercrime as a continually evolving phenomenon driven by rapid and complex technological change. Following an evaluation of the efficacy of the nation-state, the book goes on to explore how individuals and corporations could be integrated into a more decentralized, distributed system of cyberthreat control. Looking at initiatives in Estonia and Sweden which have attempted to incorporate civilians into their cyber-response efforts, Brenner suggests that civilian involvement may mediate the rigid hierarchies that exist among formal agencies and increase the flexibility of any response. While faith in the Enlightenment was waning elsewhere by 1850, at the United States Military Academy at West Point and in the minds of academy graduates serving throughout the country Enlightenment thinking persisted, asserting that war was governable by a grand theory accessible through the study of military science. Officers of the regular army and instructors at the military academy and their political superiors all believed strongly in the possibility of acquiring a perfect knowledge of war through the proper curriculum. A Scientific Way of War analyzes how the doctrine of military science evolved from teaching specific Napoleonic applications to embracing subjects that were useful for war in North America. Drawing from a wide array of materials, Ian C. Hope refutes earlier charges of a lack of professionalization in the antebellum American army and an overreliance on the teachings of Swiss military theorist Antoine de Jomini. Instead, Hope shows that inculcation in West Point’s American military curriculum eventually came to provide the army with an officer corps that shared a common doctrine and common skill in military problem solving. In Show Thyself a Man, Gregory Mixon explores the ways African Americans in postbellum Georgia used the militia as a vehicle to secure full citizenship, respect, and a more stable place in society. As citizen-soldiers, black men were empowered to get involved in politics, secure their own financial independence, and publicly commemorate black freedom with celebrations such as Emancipation Day. White Georgians, however, used the militia as a different symbol of freedom--to ensure the postwar white right to rule. This book is a forty-year history of black militia service in Georgia and the determined disbandment process that whites undertook to destroy it, connecting this chapter of the post-emancipation South to the larger history of militia participation by African-descendant people through the Western hemisphere and Latin America.
