This book presents a study of the complex relationship between the Russian state and big business during Vladimir Putin’s first two presidential terms (2000–2008). Based on extensive original research, it focuses on the interaction of Russia’s political executive with the ‘oligarchs’. It shows how Putin’s crackdown on this elite group led big business to accept new ‘rules of the game’ and how this was accompanied by the involvement of big business in policy formulation, particularly through the organisational vehicle of the Russian Union of Industrialists and Entrepreneurs (RSPP). It goes on to discuss why Yukos and its CEO Mikhail Khodorkovsky were targeted by Russia’s political authorities and the resultant consequences, namely the end of the relatively successful framework via which state-business relations had been managed, and its replacement by fear and mutual distrust, along with a vastly expanded role for the state, and state-related actors, in the Russian corporate sector. The Russian State and Russian Energy Companies analyses the development of relations between the state and five major energy companies, and how this shaped Russia’s foreign policy in the post-Soviet region. The book argues that the development of Russia’s political economy mattered for foreign policy over the quarter of a century from 1992 to 2018. Energy companies’ roles in institutional development enabled them to influence foreign policy formation, and they became available as tools to implement foreign policy. The extent to which it happened for each company varied with their accessibility to the Russian state. Institutional development increased state capacity, in a way that strengthened Russia’s political regime. The book shows how the combined power of several companies in the gas, oil, electricity, and nuclear energy industry was a key feature of Russian foreign policy, both in bilateral relationships and in support of Russia’s regional position. In this way, Russia’s energy resources were converted to regional influence. The book contributes to our understanding of Russia’s political economy and its influence on foreign policy, and of the formation of policy towards post-Soviet states.

The period from 1957 to 1988 was transformative for the international oil industry. The United Kingdon, home to two major oil companies, British Petroleum (BP) and Shell, as well as the possessor of large quantities of oil and gas in its territorial waters, was at the heart of this transition. While famous for its liberal policy toward oil and gas production, both before and after the discovery of North Sea oil and gas, this period actually saw the United Kingdom respond to shifts in power from the major oil companies to the oil-producing states, many of them in Organization of Petroleum Exporting Companies (OPEC), by building up its competency regarding oil matters. This took the form of efforts to influence the activities of BP and Shell abroad as well as in creation of a state-run oil company, the British National Oil Corporation, in an attempt to exercise greater state control over oil and gas production and distribution. The failure of these efforts was driven in part by internal divisions within Whitehall, the efforts of the oil companies themselves, and ultimately the political will of the Conservative Party under Margaret Thatcher to get the state out of the business of oil and gas.

"Political democratization and economic globalization have been two of the most important global trends of the past few decades. But, how are they connected? Do the domestic political institutions affect a country's attractiveness to foreign investors? Can countries that democratize attract relatively more foreign investments? Drawing on three in-depth case studies of oil-rich countries and statistical analyses of 132 countries over three decades, Oksan Bayulgen demonstrates that the link between democratization and FDI is nonlinear. Both authoritarian regimes and consolidated democracies have institutional capabilities that, though different, are attractive to foreign investors. Democracies can provide long-term stability, and authoritarian regimes can offer considerable flexibility. The regimes that have started on the road to democracy, but have not yet completed it, tend to have political institutions that provide neither flexibility nor stability. These hybrid regimes, then, also find it relatively more difficult to construct a policy environment that is attractive to foreign investments.
