This book explores the stagnation of democracy in the Western Balkans over the last decade. The author maps regional features of rising authoritarianism that mirror larger global trends and, in doing so, outlines the core mechanisms of authoritarian rule in the Balkans, with a particular focus on Serbia, Montenegro and Macedonia. These mechanisms include the creation of constant crises, the use of external powers to balance outside influences, as well as state capture. The authoritarian patterns exist alongside formal democratic institutions, resulting in competitive authoritarian regimes that use social polarization to retain power. As the countries of the Western Balkans aspire, at least formally, to join the European Union, authoritarianism is often informal. Florian Bieber is Professor for Southeast European History and Politics and Director of the Centre for Southeast European Studies at the University of Graz, Austria. He coordinates the Balkans in Europe Policy Advisory Group (BiEPAG) and has been a visiting professor and fellow at Cornell, NYU, Central European University, and LSE.--

Neoliberal globalization is in deep crisis. This crisis is manifested on a global scale and embodies a number of fundamental contradictions, a central one of which is the global rise of authoritarianism and fascism. This emergent form of authoritarianism is a right-wing reaction to the problems generated by globalization supported and funded by some of the largest and most powerful corporations in their assault against social movements on the left to prevent the emergence of socialism against global capitalism. As the crisis of neoliberal global capitalism unfolds, and as we move to the brink of another economic crisis and the threat of war, global capitalism is once again resorting to authoritarianism and fascism to maintain its power. While one of the most important attempts to explain the rise of authoritarian regimes and their relationship to problems of economic development has been the "bureaucratic-authoritarian model," there has been growing dissatisfaction with various elements of this model. In light of this dissatisfaction, a group of leading economists, political scientists, and sociologists was brought together to assess the adequacy; of the model and suggest directions for its reformulation. This volume is the product of their discussions over a period of three years and represents an important advance in the critique and refinement of ideas about political development. Part One provides an overview of the issues of social science analysis raised by the recent emergence of authoritarianism in Latin America and contains chapters by David Collier and Fernando Henrique Cardoso. The chapters in Part Two address the problem of explaining the rise of bureaucratic authoritarianism and are written by Albert Hirschman, Jose Serra, Robert Kaufman, and Julio Coder. Based on a detailed study of 35 cases in Africa, Asia, Latin America, and post-communist Eurasia, this book explores the fate of competitive authoritarian regimes between 1990 and 2008. It finds that where social, economic, and technocratic ties to the West were extensive, as in Eastern Europe and the Americas, the external cost of abuse led incumbents to cede power rather than crack down, which led to democratization. Where ties to the West were limited, external democratizing pressure was weaker and countries rarely democratized. In these cases, regime outcomes hinged on the character of state and ruling party organizations. Where incumbents possessed developed and cohesive coercive party structures, they could thwart opposition challenges, and competitive authoritarian regimes survived; where incumbents lacked such organizational tools, regimes were unstable but rarely democratized.

There is something fundamentally wrong with the conventional wisdom in the field of Comparative Politics, Political Theory, and even Political Science as a whole, which rigidly conceptualize and theorize political systems in terms of different categories (e.g., liberal-democratic vs. authoritarian), which are supposed to be distinct and separate, without much mixing of each other, certainly not in any major way. A liberal-democratic political system (like the one in the U.S.), in accordance to this conventional wisdom, is anti-authoritarian (and therefore good). Conversely, an authoritarian political system (like the one in mainland China) is anti-democratic and therefore bad. This book takes the challenging task to show that all political systems—different as each is, for sure, from the rest—have much in common. Under the right conditions, a liberal democracy, as an illustration, not only can be as evil as its authoritarian counterparts, albeit in different ways—but also can be more authoritarian as it becomes more advanced as a liberal democracy. In fact, Dr. Peter Baofu suggests that authoritarianism is an advanced stage of liberal democracy, under these conditions. To understand this, the book is organized into two main parts with different sections, that is, in relation to meta-theory (i.e., methodology and ontology) and theory (i.e., nature, the mind, culture, and society).
