Excerpt from The Rise of Democracy Any inquiry into the course of democratic progress in England would be confessedly imsy and superficial which did not endeavour, however brie y, to indicate the nature of the movement in its earlier stages. Is English democracy of home growth, or does it owe its chief impulse to the cognate movement in France? Was it propelled onwards by a conscious striving after new ideals, or was it merely the result of discontent aroused by material discomforts and unjust laws? Did our Radical reformers claim that they were initiating a new era for humanity at large, or were they content with redressing the ills of the time? To these and similar questions it is hoped that this little work will furnish some reply, not, as a rule, explicitly and in set terms, but rather by means of an unbiassed narrative which will leave the reader free to draw his own conclusions as to the drift of events, the full significance of which cannot as yet be fully realized. Excerpt from The Rise and Progress of Democracy I have already called attention to the formation of trade-unions in England in the early part of the nine teenth century. After they had won legal recognition and were no longer persecuted they gave their chief at tention to effecting wage-agreements with their employers and to putting through legislation reducing the hours of labor, protecting the women and children, introduc ing safety devices and SO forth - a mass of Often in finitesimal, but in their bulk, very appreciable, ameliora tions in the lot of the wage - earner, servant and slave of the machine. In England the course of labor has con tinued down to our own day to travel this slow upward path characterized by concessions and compromise, though of late years the continued fair-weather prospect has been troubled by the more radical agitation imported from the continent. To this I shall now invite the reader's atten tion. I have already spoken of St. Simon and Louis Blanc and the rise of a socialist doctrine in France. Its gist was the abolition of private property and the nation alization of the means of production and although it did not call itself socialism at first, the name of socialism he came attached to it and has remained attached to all simi lar philosophies to the present day. Excerpt from The Rise of Modern Democracy in Old and New England IF it be true that good wine needs no bush, a translation of Dr. Borgeaud's constitutional studies Should not need preliminary apologies. The extent of his researches, the accuracy of his knowledge, and the sobriety of his judgment, those who read his pages can hardly fail to observe. These are the qualities which justify the attempt of Mrs. Birkbeck Hill to present in an English dress this Sketch of the development of democratic ideas in England and America. Excerpt from The Old Order Changeth: A View of American Democracy Any View of a going concern, like our American democracy, inevitably must be a partial view, be cause it must be a fleeting one. The facts about our democracy to-day Obviously are not the facts of yesterday, nor are they the facts of to-morrow. The democracy in the United States which De Tocqueville saw in the early part of the nineteenth century is not the American democracy rising to power in the twentieth century. Perhaps, indeed, we did not have a democracy at all during the early decades of the nineteenth century. Certainly that democracy passed into the more typical republican form of government during the middle and latter decades of the century. And it seems likely that we are about to revert (or progress, if you would choose that verb) from the republican form under which our. Excerpt from The Revolt of Democracy During the whole of the nineteenth century there was a continuous advance in the application of scientific discovery to the arts, and especially in the inven tion and application Of labour-saving machinery and our wealth has increased to an equally marvellous extent. Various estimates which have been made of the increase in our wealth-producing power Show that, roughly speaking, the use of mechanical power has increased more than a hundredfold during the century; yet the result has been to create a limited upper class, living in unexampled luxury, while about one-fourth of our whole popu lation exists in a state of fluctuating penury. Excerpt from Democracy and Social Growth in America: Four Lectures Through the discovery of America and its subsequent occupation by Europeans, large scope was given to a modified form of political practice and the new phenomena of political life have given a new basis for scientific inductions. The idea of equality under the law, which we recognize as one of the results of the new social conditions, has entered as a conspicuous feature into recent political discussion. In fact, all the im portant inductions drawn from the phe nomona of colonial life on this continent, constituting, as they do, a noteworthy addi tion to our general knowledge of politics. Excerpt from Democracy, Constructive and Pacific In several of the more liberal and recent European constitutions in all the constitutions, we believe, of the United ersai and equal Right of man Is broadly asserted. This new Right, this democratic Right, having entered into the world by revolution, having been proclaimed, established, and defended by revolution, advancing from triumph to triumph by revolution, is it at all surprising that the principle of democracy and the principle of revolution should have been confounded? Excerpt from The Growth of Democracy in the United States: Or, the Evolution of Popular Co-Operation in Government and Its Results This opportunity is taken to acknowledge indebtedness to Prof. H. P. Judson for valuable suggestions and for the distinction in thought made between the social state and the political state - the social state being' used as including all members of society who reside within the jurisdiction and under the protection of the government, the political state being used to mean all those politically organized people who have a right to exercise powers or co-operate in government, by election or otherwise. Excerpt from Three Centuries of American Democracy I have had particularly in mind, in writing this book, the very large number of persons who want to know the main facts and the formative influences in the growth of the United States as a democratic nation, but who nevertheless have no time to read elaborate narratives or to study a series of books on special periods or topics. I hope, however, that the book may also prove useful to students and teachers as a summary narrative around which the details of lectures or comprehensive reading can be grouped. The references to authorities are intended, like the text, primarily for the general reader who may wish to pursue the subject further in books that are most worth while. So many elaborate bibliographies of American history are now available that anyone who desires to follow any particular topic to its limits can easily find guidance, while the systematic student will naturally enlarge his bibliography according to his needs or the library resources at his command.
