The last quarter century has been marked by the ascension of neoliberalism--market deregulation, state decentralization, and reduced political intervention in national economies. Not coincidentally, this period of dramatic institutional change has also seen the emergence of several schools of institutional analysis. Though these schools cut across disciplines, they have remained isolated from and critical of each other. This volume brings together four--rational choice, organizational, historical, and discursive institutionalism--to examine the rise of neoliberalism. In doing so, it makes tremendous methodological strides while substantively enlarging our knowledge about neoliberalism. The book comprises original empirical studies by top scholars from each school of analysis. They examine neoliberalism's rise on three continents and explore changes in macroeconomic policy, labor markets, taxation, banking, and health care. Neoliberalism appears as much more complex, diverse, and contested than is often appreciated. The authors find that there is no convergence toward a common set of neoliberal institutions; that neoliberalism does not incapacitate states; and that neoliberal reform does not necessarily yield greater efficiency than other institutional arrangements. Beyond these important empirical contributions, this book is a methodological milestone in that it compares different schools of institutionalist analysis by seeing how they tackle a common problem. It reveals a second movement within institutionalism--one toward rapprochement and cross-fertilization among paradigms--and explains how this might be furthered with benefits throughout the social sciences. This book examines the relationship that prevails between the state and freedom in the works of Milton Friedman and Friedrich Hayek, as well as those of some of their peers, including Gary Becker, James Buchanan, and George Stigler. The author explains that their concept of freedom was largely derived from the principles and values of neo-liberalism. However, she maintains that neo-liberals never cared about providing the masses with genuine freedom; rather, they value freedom for its instrumental value in terms of facilitating the global spread of free-market capitalism. The author explains that the neo-liberal concept of freedom has been a very useful tool in promoting the superiority of free-market capitalism over centrally planned economies aimed at achieving the common good. She argues that even though neo-liberals are strongly opposed to central planning, they are tolerant of state planning intended to help establish and sustain the conditions of a free-market system. She also contends that the extensive implementation of neo-liberal reforms and policies has led to states losing their sovereignty and moving away from their traditional role of achieving the common good. The author claims that the world has essentially become the sum of many neo-liberal societies, particularly during the last four decades. She also maintains that, throughout human history, no other ideology, school of thought, political, religious or military institution, kingdom, or empire has been as successful as neo-liberalism, when it comes to shaping people’s beliefs, ideals, goals, and lifestyle on a global scale. Unfortunately, neo-liberalism has proven to be very detrimental for civilization and the future of the planet. The author concludes that the widespread adoption of the neo-liberal concept of freedom, in combination with the pretense that economics is a natural, ahistorical and value-free science, has triggered the emergence of methodological monism, which has resulted in unfreedom and the poverty of economics, while also delaying the progress of the entire discipline.

This book analyzes the evolution of the institutional structure of the Dutch political economy since 1950. It sketches in broad strokes the origin and economic role of coordination in the Netherlands. The Dutch economy is compared with other OECD countries by using the ‘varieties of capitalism’ theory and distinguishing between coordinated and liberal market economies. The author focuses on the constant adaptation of deliberative institutions in the business system, in labor relations, and in welfare policy. The complex institutional setting did not prevent the economy from participating in the globalization of markets and capital that took place since ca. 1980. In politics, ideas matter. They provide the foundation for economic policymaking, which in turn shapes what is possible in domestic and international politics. Yet until now, little attention has been paid to how these ideas are produced and disseminated, and how this process varies between countries. The National Origins of Policy Ideas provides the first comparative analysis of how "knowledge regimes"—communities of policy research organizations like think tanks, political party foundations, ad hoc commissions, and state research offices, and the institutions that govern them—generate ideas and communicate them to policymakers. John Campbell and Ove Pedersen examine how knowledge regimes are organized, operate, and have changed over the last thirty years in the United States, France, Germany, and Denmark. They show how there are persistent national differences in how policy ideas are produced. Some countries do so in contentious, politically partisan ways, while others are cooperative and consensus oriented. They find that while knowledge regimes have adopted some common practices since the 1970s, tendencies toward convergence have been limited and outcomes have been heavily shaped by national contexts. Drawing on extensive interviews with top officials at leading policy research organizations, this book demonstrates why knowledge regimes are as important to capitalism as the state and the firm, and sheds new light on debates about the effects of globalization, the rise of neoliberalism, and the orientation of comparative political economy in political science and sociology.

Neoliberalism has shaped African development for nearly thirty years. As such, it is not an economic 'shock' or a 'structural adjustment', but rather a historic shift in Africa's development politics and policy. This book explores the ways in which African countries have experienced the neoliberal project, highlighting how this project has gone beyond economic liberalisation and towards a bolder social transformation. As an ideology, neoliberalism projects an end-point not simply of a market economy but of a market society. After thirty years of projects, aid disbursement, technical assistance, and conditionality, this book maps out the extent to which African states have cleaved to neoliberal directives. It suggests that neoliberal 'progress' in Africa is notably limited in spite of the resources behind it and the lack of alternatives to it.
