First published in 2006. The ambitious role cast for scientists in public affairs has been matched by an equal coyness on the part of scientists to play it. Yet in spite of themselves, they have been virtually dragged on to the political stage because of their 'collectivities' - groups formed over the last four centuries often more fugitive than institutional - which have helped modify the human environment, thereby enabling men to emancipate themselves from the tyranny of the present and plan for the future. The byproducts of such plans, from the great botanical gardens to the seed beds of physical scientists like the Ecole Polytechnique, have also incubated further ideas about the relation of science and society that are ecumenical in scope. Indeed the positivist overtones of the Polytechnique herald the transition from platocracy to technocracy, for the technical intelligentsia trained its German, Russian and American counterparts have effected a quasi-religious synthesis of physics and politics. In this 'planning' was the central theme. The social history of such planning (with the concomitant views on the social organisation of science) is the subject of the book Pressurising it is the conviction that " we can identify a particular thing only by pointing to the various things it successively was before it became that particular thing that it will presently cease to be", and the story, which begins four hundred years ago and ends in 1964.

Setting a new benchmark for studies of technocracy, this book shows that a solution to the challenge of populism will depend as much on a technocratic retreat as democratic innovation. Esmark examines the development since the 1980s of a new 'post-industrial' technocratic regime and its complicity in the populist backlash against politics and political elites that is visible today. The new technocracy – a combination of network governance, risk management and performance management – has, the author argues, abandoned the overtly anti-democratic sentiments of its industrial predecessor and proclaimed a new partnership with democracy. The rise of populism, however, is a clear sign that the inherent problems of this partnership have been exposed and that technocracy posing as democracy will only serve to exacerbate existing problems.

In Carbon Technocracy, Victor Seow uses the remarkable story of the Fushun colliery to chart how the fossil fuel economy emerged in tandem with the rise of the modern technocratic state. Taking coal as an essential feedstock of national wealth and power, Chinese and Japanese bureaucrats, engineers, and industrialists deployed new technologies like open-pit mining and hydraulic stowage in pursuit of intensive energy extraction. But as much as these mine operators idealized the might of fossil fuel–driven machines, their extractive efforts nevertheless relied heavily on the human labor that those devices were expected to displace. Under the carbon energy regime, countless workers here and elsewhere would be subjected to invasive techniques of labor control, ever-escalating output targets, and the dangers of an increasingly exploited earth. Although Fushun is no longer the coal capital it once was, the pattern of aggressive fossil-fueled development that led to its ascent endures. Contemporary democracies face a crisis of political representation. In understanding this crisis, scholars and commentators often frame it as the 'end' or the 'collapse' of democracy. This book takes a very different path. It argues that we are witnessing a transformation in the nature and practice of political competition within existing democratic regimes. This transformation consists in the rise of a new political field, techno-populism. Within this field, appeals to the people and appeals to expertise are the new structuring logic of democratic politics. Populist appeals to a unitary 'people' combine in multiple ways with technocratic claims about efficient policy-making and policy implementation. These multiple combinations form the basis for the varieties of techno-populism outlined in detail in this book. We focus in particular on British, French, and Italian cases. The concept of technopopulism helps us to make sense of new and idiosyncratic political movements such as En Marche! and the Five Star Movement. Technopopulism is also the conceptual key to understanding the significance of Blairism for British politics and its legacy in the profound transformations underway in the contemporary Conservative Party. The transition from an ideological struggle between left and right to this technopopulist political field where populist and technocratic appeals are fused together into novel forms of political organization is having a significant impact on the quality of democratic political competition. This book analyses the origins and consequences of the rise of technopopulism, as well as considering the remedies available to us to tackle its negative effects.

This book explores human polity with respect to its nature, context, and evolution. Specifically, it examines how individual wills translate into political ideologies, investigates what social forces converge to shape governmental operations, and probes whether human polity progresses in focus from individual wills to group interests to social integrations. The book entertains five hypotheses. The first is commonsensical: where there are people there is politics. The second is analogous: humans govern themselves socially in a way that is comparable to how a body regulates itself physically. The third is rational: humans set rules, organize activities, and establish institutions upon facts, following reasons, for the purpose of effectiveness and efficiency. The fourth is random: human affairs take place haphazardly under specific circumstances while they overall exhibit general patterns and trends. The final hypothesis is inevitable: human governance evolves from autocracy to democracy to technocracy. It sheds light on multivariate interactions among human wills, rights, and obligations, political thoughts, actions, and mechanisms, and social structures, processes, and order maintenances.
