Executive Council is the senior decision-making body within the Government of the Northwest Territories. All Ministers are members and it is through Executive Council that members are collectively accountable to the Legislative Assembly for the conduct of Government business. The Executive Council, while similar in structure and practices to the cabinets in some Canadian provinces, has one key difference in the way it makes decisions. The Executive Council of he Northwest Territories arrives at its decisions by consensus. This means that the major decisions on matters affecting the whole Government, such as policy, legislation, or Government budgest, are rarely taken until all Members of the Executive Council - just not the majority or a leader - can fully support the decisions. In this type of government, it is essential that Ministers understand the resources that are at their disposal, their authority as individual Members of the Executive, and their responsibilities in the Executive Council acting collectively. The Cabinet of Australia is the council of senior ministers of the Crown, responsible to parliament. The Cabinet is appointed by the Governor-General, on the advice of the Prime Minister and serves at the former's pleasure. The strictly private Cabinet meetings occur once a week to discuss vital issues and formulate policy. Outside of the cabinet there are a number of junior ministers, responsible for a specific policy area and reporting directly to any senior Cabinet minister. The Constitution of Australia does not recognise the Cabinet as a legal entity, and its decisions have no legal force. All members are also in the Executive Council, a body which is - in theory, though rarely in practice - chaired by the Governor-General, and which meets solely to endorse and give legal force to decisions already made by the Cabinet.
