目前國內老人與身心障礙者搭乘大眾運輸工具時，依法可享有半價之優惠，而此福利政策所造成之短收額，依據「發展大眾運輸條例」應由中央主管機關協調相關機關編列預算補貼。本研究根據臺灣地區老人與身心障礙者之成長趨勢，概估出民國97~140年之法定優待票價差額補貼所需金額，並針對該補貼經費之財源進行探討；此外，本研究並提出執行此法定優待票價差額補貼政策之檢討方向，供政府作為決策參考。
