This volume constitutes a first approximation for the use of systems approaches and dynamic performance management as tools for collaborative governance. The chapters examine models and simulations used in some specific systems approaches, which contribute to facilitating problem focus and collective understanding of collaborative governance, especially in the area of performance management. The explicit connection between resources and outcomes promoted by this view helps managers to understand better how to improve policy and to create positive outcomes that create public value.

Does democratization lead to more meritocracy in the civil service? The Element argues that electoral accountability increases the value of competence over personal loyalty in the civil service. While this resembles an application of merit principles, it does not automatically reduce patronage politics or improve public goods provision. Competent civil servants are often used to facilitate the distribution of clientelistic goods at mass scale to win competitive elections. The selection of competent but less loyal civil servants requires the increased use of control mechanisms, like the timing of promotions, to ensure their compliance. The Element tests these claims using novel micro-level data on promotions in Indonesia's civil service before and after democratization in 1999. The Element shows that national- and local-level elections led to increased promotion premiums for educated civil servants, and simultaneously generated electoral cycles in the timing of promotions, but did little to improve public goods provision.

Policy Transfer Under Authoritarianism written by Hang Duong and has been published by Springer Nature this book supported file pdf, txt, epub, kindle and other format this book has been release on 2023-09-01 with Political Science categories.

This book provides a comprehensive analysis of policy transfer in authoritarian regimes. Focusing on Vietnam, it explores how and why authoritarian governments learn from other countries, and the significance of policy transfer outcomes. By examining merit-based policy transfer in Vietnam's civil service and comparing it with policy transfer in China, the book uncovers key aspects of policy transfer in one-party authoritarian systems. In doing so, it addresses an important gap in the literature on policy transfer, that has predominantly focused on Western democracies. The book highlights the role of the ruling party in overseeing policy transfer and the resulting consolidation of authoritarian power structures. It also provides theoretical recommendations for future research and addresses the practical implications of policy transfer and meritocratic reform in authoritarian contexts. It will appeal to all those interested in public policy, authoritarianism, and Asia-Pacific studies.

Networks of Distrust: The Impact of Automation, Corruption, and Media on Philippine Elections discusses how in a Philippine context, the bureaucracy and the Commission on Elections is dysfunctional and that corruption has a ubiquitous impact on governance and administration that has defined how the state operates. Scholars and commentators have described Philippine democracy as a paradox. This book uses the unprecedented May 2010 synchronized automation of elections — an attempt at electoral engineering — to better understand the lingering paradox of Philippine politics and its public administration system.

This book examines the impact of democratic backsliding and populist governments on the public policy process. Drawing on case studies from the USA, Brazil, Hungary, Mexico, Poland, Turkey, and the Philippines, it assesses how elected populist governments have eroded policy capabilities and dismantled state apparatuses responsible for making and implementing policy. The book offers a unique perspective into democratic backsliding through a public policy lens, and considers why, when and how policy processes change as a result of populist governments. Numerous policy issues are analysed throughout the volume, including environmental, health and economic policies. It will appeal to all those interested in public policy, democracy studies, and public administration.
