In response to several pieces of state legislation aimed at increasing safety in public school settings, school districts in Florida were provided state funding and given the autonomy to partner with local law enforcement agencies on school safety issues. One such issue is providing safety for students with disabilities, namely; autism. A school district in central Florida chose to ensure either a city police officer or sheriff deputy was placed in each public school within their zone, serving as a school resource officer (SRO). The purpose of this research study was to examine the lived experiences of SROs, including exploration of the training they receive to prepare them for their roles. The researcher used a phenomenological methodology research design for the study. Eight participants (N = 8) who were SROs serving at middle schools in a central Florida public school district were interviewed using a semi-structured interview protocol. The researcher performed an analysis of the SROs’ interview responses using thematic analysis, member checking, and repeated interviews. From the analysis, 4 themes- (a) law enforcement, (b) relationships, (c) school safety, and (d) training and preparation and 15 subthemes emerged. With the requirement that a law enforcement officer be present at each school in the school district, understanding what this essential role entails is relevant to stakeholders with a vested interest in school safety concerns.

School districts in the state of Connecticut have continued to make decisions surrounding whether school resource officers (SROs) have a place in their schools. Two previous studies, research from 2008 (ACLU) and 2019 (Hudson et al.) highlight outcomes associated with SROs, but little research is available unpacking the roles and responsibilities that make up the role. Considering how under-researched the position is and using Lipsky’s Street-Level Bureaucracy (2010) as a framework to understand the SRO’s complicated role as public servants, this quantitative study investigates what a school resource officer is and the expectations, roles, and responsibilities of the position. The research questions driving this study are: (1) What is the role of a Connecticut School Resource Officer? (2) What are the expectations and responsibilities of a Connecticut School Resource Officer? Inspired by the works of Ghavami et al. (2021), Fisher and Devlin (2020), and Kelly and Swezey (2015), this study uses survey research methods to collect data regarding the roles, responsibilities, and expectations of SROs from both building-level high school administrators and SROs in Connecticut. Survey questions were adapted from the 2019-2020 National Center for Education Studies School Survey on Crime and Safety, and Kelley and Swezey. Descriptive statistical methods were used to analyze the data and findings were categorized based on the TRIAD Model (teaching, mentoring, law enforcement) developed by the National Organization of School Resource Officers. Findings show the role of SROs in Connecticut public high schools who participated in this study mostly align with the TRIAD model despite a lack of policy or written documents detailing their roles and responsibilities. Suggestions for future research and recommendations for practitioners are provided.

This study centered on the School Resource Officer (SRO) relationships with administrators, the multiplicity of their roles within the school system, and the status of financial support for the SRO programs. The study explored the perceptions of SROs and administrators through data received from the completion of questionnaires as well as interviews with administrators and SROs regarding their perceptions of the value of the SRO program in Pennsylvania public schools. Administrators and SROs in ten Pennsylvania public school districts participated in this study. The consistent themes that emerged from the data were: a) SRO programs in Pennsylvania public schools were successful; however, there was a high reliance on outside sources of funding to sustain the programs; b) SROs valued their positions within the district; however, while their tasks were similar in each program, there were diverse perceptions as to the responsibilities of the SRO; c) funding sources are becoming increasingly limited in scope possibly due to the current economic conditions; and d) SROs and administrators had like perceptions relative to the SRO's positive relationships with students, need for increased funding, and the need for continued training.

The purpose of this study was to examine student perceptions of the deterrent effect of School Resource Officers on crimes that may occur on school campuses and the factors that may influence those perceptions. The first school resource officer (SRO) program was implemented in 1953 and gained popularity in the 1990s. This study (conducted in 2008) reveals that the majority of students perceive that school resource officers are a deterrent to specific crimes and the overall crime rate on school campuses. The results of the survey indicated that the crimes of rape (74.1%), homicide (73.7%), aggravated assault or threat with a weapon (70.5%), sexual assault (67.0%), robbery (64.9%), and weapon possession (68.4%) had the highest percentage of students who responded agree (strongly agree or agree) that the school resource officer was a perceived deterrent to those crimes on the school campus. The incident with the lowest perceived deterrent effect was truancy with 48.9% of the students responding with strongly agree or agree. Based on a multivariate analysis, this study found that the factors that influenced the students' perceptions of the School Resource Officer as a deterrent to crime were students' age, class standing, school attended, exposure to a SRO, friends' crime history, and family crime history. The students' race, past crimes, income level, and gender were not statistically significant for any of the dependent variables. The examination of the ordinal logistic regression showed the percentage of variance the model explained was low. Based on this research with the limitations presented, the SRO is perceived as a deterrent to crime on school campuses. The deterrent effect was not stronger in any one demographic group. Peer pressure was one factor that was an influence in the majority of studied crimes.

Schools and Delinquency, first published in 2001, provides a comprehensive review and critique of the current research about the causes of delinquency, substance use, drop-out, and truancy, and the role of the school in preventing these behavior patterns. Examining school-based prevention programs and practices for grades K-12, Denise Gottfredson identifies a broad array of effective strategies improving the school environment, as well as some that specifically target youths at risk of developing problem behaviors. She also explains why several popular school-based prevention strategies are ineffective and should be abandoned. Gottfredson analyzes, within the larger context of the community, the special challenges to effective prevention programming that arise in disorganized settings, identifying ways to overcome these obstacles and to make the most troubled schools safer and more productive environments.

The study and practice of juvenile law is inherently interdisciplinary--a successful practitioner must understand not only the legal implications in the field, but also have a solid grounding in child psychology, child development, neuroscience, sociology, criminology, and social work. The best child-advocates in the law have a firm familiarity with and understanding of the value these other disciplines provide. Children and the Law is a unique coursebook that will revolutionize the way students learn and apply juvenile law. By incorporating the interdisciplinary topics necessary to understand the best practices in child law, author Katherine Federle has carefully selected a vast array of articles, studies, research, cases and statutes that allow students to best understand the law and also help bridge the divide between theory and practice. The book is separated into four main sections: Children and Crime, Children and Protection, Children and Restraints on Freedom, and Children and Decision-Making. Each section in Children and the Law also includes a series of questions, exercises, and problems that encourage students to critically examine legal doctrine and policy in light of available scientific and socio-scientific scholarship.

This study investigated the attributes and characteristics indicative of a police officer as an effective School Resource Officer (SRO) in the roles of counselor, educator, and law enforcement officer, while investigating high school teachers' and administrators' perceptions of the SRO's positive impact on school climate and safety. Data were collected from forty-three high school teachers and administrators in two suburban public schools in central Pennsylvania. This qualitative study incorporated the use of an electronic survey, seven open-ended responses, and personal interviews to answer the two research questions. The findings of this study suggest that the SRO is effective in the three roles of counselor, educator and law enforcement officer. The participants felt that the presence of the SRO was the reason that the school environment felt safe. However, they indicated that violent incidents involving violence or drugs still exist within their school. In this study, teachers and administrators also identified specific attributes and characteristics of an effective SRO. The following themes existed: a calm and caring demeanor when interacting with students; a positive, approachable, polite attitude; a focus on safety, community visibility, and efficient communication with students, parents, and district stakeholders; energetic, well-organized, and knowledgeable about legal policies and educational lessons and appropriate involvement in disciplinarily incidents.
