This paper explores trade union collective voice as a mechanism for worker participation in training decision making. New Zealand is an example of a liberal market economy (LME) with relatively weak regulatory pressure on employers to engage in training. Consequently, drivers such as trade union collective voice could fill an important role in workers securing support for training from their employers. The paper argues that given the reduced power of unions in many LMEs workers potentially face a twofold challenge: the first to secure an entitlement to training and the second to have any further participation in training decision making. Using the example of New Zealand, the paper examines whether collective bargaining secures entitlement to training. Then, employing the categorization of approaches to workforce development as either expansive or restrictive, it investigates the nature of that entitlement. Following this, the paper reports on dialogue with trade unions through which a more nuanced picture emerges of collective voice and the challenges to worker participation in training decision making. Finally, it reflects on the role collective voice could play in worker access to training.

The term ‘work-life balance’ refers to the relationship between paid work in all of its various forms and personal life, which includes family but is not limited to it. In addition, gender permeates every aspect of this relationship. This volume brings together a wide range of perspectives from a number of different disciplines, presenting research ndings and their implications for policy at all levels (national, sectoral, enterprise, workplace). Collectively, the contributors seek to close the gap between research and policy with the intent of building a better work-life balance regime for workers across a variety of personal circumstances, needs, and preferences. Among the issues and topics covered are the following: – differences and similarities between men and women and particularly between mothers and fathers in their work choices; – ‘third shift’ work (work at home at night or during weekends); – effect of the extent to which employers perceive management of this process to be a ‘burden’; – employers’ exploitation of the psychological interconnection between masculinity and breadwinning; – organisational culture that is more available for supervisors than for rank and le workers; – weak enforcement mechanisms and token penalties for non-compliance by employers; – trade unions as the best hope for precarious workers to improve work-life balance; – crowd-work (on-demand performance of tasks by persons selected remotely through online platforms from a large pool of potential and generic workers); – an example of how to use work-life balance insights to evaluate the law; – collective self-scheduling; – employers’ duty to accommodate; and – nancial hardship as a serious threat to work-life balance. As it has been shown clearly that work-life con ict is associated with negative health outcomes, exacerbates gender inequalities, and many other concerns, this unusually rich collection of essays will resonate particularly with concerned lawyers and legal academics who ask what work-life balance literature has to offer and how law should respond.

Trade unions have historically been involved in education and training in the workplace. This activity has gained greater credence and importance in the United Kingdom, New Zealand and Denmark due to the recent emergence of union learning representatives (ULRs) and Educational Ambassadors, who are a new category of trained, accredited and unpaid lay representatives based in the workplace. Their key role is to give advice and guidance to colleagues in relation to professional development, learning and training opportunities available. These representatives work in partnership with other stakeholders, namely employers and education providers to ensure that individuals can attend educational and training courses that will help them from both a personal and work perspective. There are now 22,000 ULRs in the UK alone and they are playing a significant part in pushing the present Labour administration’s drive to expand and improve lifelong learning to create a learning society that benefits individuals, organisations and ultimately the nation and its economy. They have rewritten the rules of the workplace by helping to replace distrust and adversarial relations with partnership working based on mutual respect and trust. Organizing Matters demonstrates the interplay between two distinct logics of labour’s collective action: on the one hand, workers coming together, usually at their place of work, entrusting the union to represent their interests and, on the other hand, social bargaining in which the trade union constructs labour’s interests from the top down. The book investigates the tensions and potential complementarities between the two logics through the combination of a strong theoretical framework and an extensive qualitative case study of trade union organizing and recruitment in four countries – Austria, Germany, Israel and the Netherlands. These countries still utilize social-wide bargaining but find it necessary to draw and develop strategies transposed from Anglo-American countries in response to continuously declining membership.
