This volume provides an analytical and facts-based overview on the progress achieved in water security in Latin America and the Caribbean (LAC) region over during the last decade, and its links to regional development, food security and human well-being. Although the book takes a regional approach, covering a vast of data pertaining to most of the LAC region, some chapters focus on seven countries (Argentina, Brazil, Chile, Colombia, Costa Rica, Mexico and Peru). A full understanding of LAC’s trends progress requires framing this region in the global context: an ever more globalized world where LAC has an increasing geopolitical power and a growing presence in international food markets. The book’s specific objectives are: (1) exploring the improvements and links between water and food security in LAC countries; (2) assessing the role of the socio-economic ‘megatrends’ in LAC, identifying feedback processes between the region’s observed pattern of changes regarding key biophysical, economic and social variables linked to water and food security; and (3) reviewing the critical changes that are taking place in the institutional and governance water spheres, including the role of civil society, which may represent a promising means to advancing towards the goal of improving water security in LAC. The resulting picture shows a region where recent socioeconomic development has led to important advances in the domains of food and water security. Economic growth in LAC and its increasingly important role in international trade are intense in terms of use of natural resources such as land, water and energy. This poses new and important challenges for sustainable development. The reinforcement of national and global governance schemes and their alignment on the improvement of human well-being is and will remain an inescapable prerequisite to the achievement of long-lasting security. Supporting this bold idea with facts and science-based conclusions is the ultimate goal of the book.

On the one hand, population and economic growth are increasing the demand for water but on the other, environmental consequences of climate change, pollution and over extraction of groundwater are decreasing the worlds supply of fresh water. This makes the availability of water for human use one of the greatest global concerns of this century. Neither levelling growth nor technological innovation can stretch the existing supplies significantly; hence, it is imperative that demand side management techniques such as the use of water efficient fixtures in urban households, appropriate water tariff structure and regulatory policies are used as tools for water conservation. Conservation of water resources is one of the important aspects of ensuring sustainable development of cities and should incorporate environmental, social and economic dimensions. This book highlights the importance of using water efficiently in urban households, in both developed and developing cities. Specifically, the book focuses on: the determinants of water conservation behaviour, including psychological factors such as values, beliefs and attitudes, socio-economic factors such as income, water pricing and policies, environmental factors such as seasonal variations and demographic factors such as household size and age; the role of policies such as mandatory water restrictions, labelling of water saving devices and promotion of public awareness; the role of water and wastewater tariff structures in achieving the goals of revenue generation, affordability, demand management and equity and the design of conservation oriented rate structures; and the role of water saving devices in providing technological solutions to household water conservation. In relation to the above issues, the book provides several detailed case studies of cities to understand the effectiveness of such demand management tools and the lessons learnt. Overall, the book aims to provide a comprehensive overview of the various price and non-price tools that can be used to manage domestic water consumption. Located in a narrow grassland corridor between the semi-desert and a mountain range in Northwest China, the research area Urumqi Region is despite its semi-arid climate in a relatively favourable hydrological situation. The nearby mountains provide water for settlements and agriculture, making human development possible in the first place. Due to the development of agriculture, population and economy during the last sixty years and the increasing water consumption, a demand- and population-driven water scarcity exists today and is expected to aggravate. At the same time, the effects of climate change and land use transformations on the hydrological system and the water availability are uncertain. This study evaluates the recent and future situation by combining a hydrological water balance model for the simulation of the water supply based on scenarios of climate and land use change with a socio-economic model for projecting the future water demand including predicted growth of population and economy.
