This book explores the ways in which minority groups across the world are reshaping the international minority rights protection system. It documents the actions of four major groups that are using transnational social mobilisation to achieve recognition of their identities and their rights. The result is a greater pluralism in global identity politics and a wide range of new group-specific standards that can inform policies on multiculturalism, political participation, and socio-economic inclusion in the national and international spheres. The book begins by summarising the learning from the global movements of indigenous peoples and Roma. The book then focuses in greater depth on the cases of Afro-descendants in Latin America and of Dalits and caste-affected groups in South Asia and beyond. Each case study shows the historical roots of group-specific transnational mobilisation and how activists have constructed a distinct identity frame out of shared experiences. The book explores key parallels and differences between the discourse, framing strategies, organisational structures and political opportunities used in each case to show which factors have influenced the success or failures of their norm entrepreneurship. The role that international institutions have played in supporting these efforts is given special attention, including intergovernmental bodies such as the UN, the EU and the OAS, and international non-governmental organisations. The UN World Conference Against Racism is explored as a particularly significant political opportunity across the cases. The Roma issue is generally treated as a European matter. Indeed, the Roma are the largest European minority—their presence outside of Europe is a result of various waves of migration over the past four hundred years. Likewise, the stereotypes associated with the Roma—the problematized, stigmatized status of a “Gypsy” as well as the historical and contemporary manifestations of antigypsyism—are also of European origin. This book claims, however, that the perception of Roma being strictly a European issue is flawed, and that re-connecting the Roma issue globally represents an important learning experience and an added value. The book offers a critical exploration of Romani political activism in Colombia and Argentina, and compares it to that in Spain, narrated from the intimate perspective of Romani actors themselves. By outlining parallel lineages of Romani activism in three countries and on two continents, the author arrives at broad conclusions regarding the nature of ethnic mobilization. Mirga-Kruszelnicka proposes a new synergetic conceptualization of this multidirectional concept as an interplay between political opportunities, mobilizing structures, and frames of identity. Contributing to the vivid debate about the relationship between the researcher and the researched, the book also includes an original discussion of the positionality of scholars of Romani background.

The collapse of communism and the process of state building that ensued in the 1990s have highlighted the existence of significant minorities in many European states, particularly in Central Europe. In this context, the growing plight of Europe’s biggest minority, the Roma (Gypsies), has been particularly salient. Traditionally dispersed, possessing few resources and devoid of a common “kin state” to protect their interests, the Roma have often suffered from widespread exclusion and institutionalized discrimination. Politically underrepresented and lacking popular support amongst the wider populations of their host countries, the Roma have consequently become one of Europe’s greatest “losers” in the transition towards democracy. Against this background, the author examines the recent attempts of the Roma in Central Europe and their supporters to form a political movement and to influence domestic and international politics. On the basis of first-hand observation and interviews with activists and politicians in the Czech Republic, Hungary and Slovakia, he analyzes connections between the evolving state policies towards the Roma and the recent history of Romani mobilization. In order to reach a better understanding of the movement’s dynamics at work, the author explores a number of theories commonly applied to the study of social movements and collective action.

Defying predictions that the Internet would eventually create a world where nations disappeared in favor of a unified 'global village, ' the new millennium has instead seen a proliferation of nationalism on the Web. Cyberspace, a vast digital terrain built upon interwoven congeries of data and sustained through countless public/private communication networks, has even begun to alter the very fabric of national identity. This is particularly true among stateless nations, diasporic groups, and national minorities, which have fashioned the Internet into a shield again the assimilating efforts of their countries of residence. As a deterritorialized medium that allows both selective consumption and inexpensive production of news and information, the Internet has endowed a new generation of technology-savvy elites with a level of influence that would have been impossible to obtain a decade ago. Challenged nations-from Assyrians to Zapotecs-have used the Web to rewrite history, engage in political activism, and reinvigorate moribund languages. This book explores the role of the Internet in shaping ethnopolitics and sustaining national identity among four different national groups: Albanians outside of Albania, Russians in the 'near abroad, ' Roma (Gypsies), and European Muslims. Accompanying these case studies are briefer discussions of dozens of other online national movements, as well as the ramifications of Internet nationalism for offline domestic and global politics. The author discusses how the Internet provides new tools for maintaining national identity and improves older techniques of nationalist resistance for minorities.
