Why do new legislative acts and regulations designed to improve schools have little impact on teaching? Why have so many attempts at school reform been so notably unsuccessful?; While seeking to answer these questions, Angus examined the complex issue of rules and regulations. He found a shell of rules around teaching that is guarded by unions and departmental officials. This shell is made up not only of official rules but also informal rules, some of which, even though unspoken, are highly influential. Collectively, these rules provide stability but also confine the extent of any change.; In "The Rules of School Reform" the author draws two separate but related conclusions that have serious implications for school improvement. Firstly, as long as the basic regulatory structures are left in place there is unlikely to be any enduring change to teaching. Secondly, should officials remove these structures, they will lose control of the system they are employed to manage. There is no escape from this dilemma. The author asks how can school reform succeed, unless we examine how established rule systems shape classroom life?

Was school reform in the decades following the Civil War an upper-middle-class effort to maintain control of the schools? Was public education simply a vehicle used by Protestant elites to impose their cultural ideas upon recalcitrant immigrants? In The Politics of School Reform, 1870-1940, Paul E. Peterson challenges such standard, revisionist interpretations of American educational history. Urban public schools, he argues, were part of a politically pluralistic society. Their growth—both in political power and in sheer numbers—had as much to do with the demands and influence of trade unions, immigrant groups, and the public more generally as it did with the actions of social and economic elites. Drawing upon rarely examined archival data, Peterson demonstrates that widespread public backing for the common school existed in Atlanta, Chicago, and San Francisco. He finds little evidence of systematic discrimination against white immigrants, at least with respect to classroom crowding and teaching assignments. Instead, his research uncovers solid trade union and other working-class support for compulsory education, adequate school financing, and curricular modernization. Urban reformers campaigned assiduously for fiscally sound, politically strong public schools. Often they had at least as much support from trade unionists as from business elites. In fact it was the business-backed machine politicians—from San Francisco's William Buckley to Chicago's Edward Kelly—who deprived the schools of funds. At a time when public schools are being subjected to searching criticism and when new educational ideas are gaining political support, The Politics of School Reform, 1870-1940 is a timely reminder of the strength and breadth of those groups that have always supported "free" public schools.

School reform in the United States continues to disappoint, as evidenced by persistent gaps in performance, particularly among students who come to school from marginalized groups and communities in our society. Radical Rules for Schools provides a path for seeing, understanding, and influencing the dynamics to shape patterns of generative teaching and learning. Using the principles of Human Systems Dynamics (HSD), this practical book is designed to help build adaptive capacity to help individuals and groups in education adapt to the challenges and changes they face. We recommend a short list of simple--yet radical--rules to guide decision making and action to set conditions for generative teaching and learning. We argue that, if educators consistently follow these radically simple rules, the underlying dynamics of teaching and learning will shift, and the system will become ever more sensitive, responsive, and robust. We realize that this may sound simplistic, almost like magical thinking. What we also know is that the potential of self-organization in complex systems is powerful. In as much as we can see, understand and influence the dynamics of interaction and decision making, we are able to shape the patterns required to ensure high levels of learning for each individual. We offer this book as one response to the failed school reforms of the last three decades, suggesting these simple rules as the framework for bringing about significant change. We believe the ideas we present in this book, building on the foundations of HSD, offer a path to solutions based in inquiry and adaptive action.
