The Russia Scare assesses the scope, character and extent of Russian interference in the affairs of liberal democratic states. This book examines the ‘Russia scare’ in a dynamic manner, stressing the interaction between threat perception, responses and subsequent policies. What forms did this threat take, what were the instruments used, how effective were the deployed tools and who were the allies with whom Russia worked in these endeavours? Above all, what impact did interference have on target societies? The book explores why Russia engaged in such activities, what the probable chain of command was (if any) and the role of the Russian leadership in all of this, as well as investigating the response of Western societies and governments. The author sifts the real from the imagined, which can only be achieved by establishing the larger historical context. He scrutinises the fundamental question: was Russia before the invasion of Ukraine in 2022 really engaged in a sustained ‘hybrid warfare’ campaign to sow discord and undermine Western democracies? If so, what were the strategic purposes underlying such an activity? Various hypotheses are analysed, notably that Russian post-Cold War activity is nothing exceptional in the context of great power confrontation; that all great powers are engaged in one way or another in such actions, and thus contextualisation is important; and that Russia’s subversive activity was often exaggerated, even misrepresented. Responses potentially amplified the elements of subversion represented by the original threat. Threats exist, but responses always need to be calibrated so as not to inflict self-harm on the integrity of liberal democracy itself. This book will be of great interest to students, scholars and academics of international relations, comparative politics, security and defence studies, global governance and Russian politics, as well as politicians, political advisers, NGOs, diplomats and journalists.

Many high-ranking Soviet politicians expressed their fear that war was likely to break out at any moment. The political leadership worried about a concerted effort by a united imperialist world to invade and destroy the young and fragile Soviet state. Frantic steps were taken to alarm and mobilize the party, the Soviet people, and the constituent parties of the Communist International (Comintern) to defend the “socialist fatherland.” A massive propaganda machinery was conducted with urgent appeals to the Soviet population, to the proletarians of other countries, and to the colonized people of Asia, to prepare for “war against war.” In the historiography of the early Soviet Union, the War Scare is still a disputed topic among scholars. Many argue that Soviet politicians manipulated the danger of war in the course of a factional struggle in the ruling Communist party for their own advantage. Although it was Stalin, who ultimately exploited the War Scare more effectively and derived the greatest benefit from it, he was not the only one. It was Bukharin, the head of the Executive Committee of the Communist International (Comintern), who initiated it. Moreover, the Opposition consisting of Trotsky, Zinoviev and Kamenev, tried to use the opportunity to carry out an assault on Stalin’s foreign policy and to criticize the degeneracy of the party regime under his control. This attempt backfired, and the Opposition saw itself suddenly confronted with charges of disloyalty in the face of an external threat. A few months later, Trotsky and Zinoviev were expelled from the party and the reign of Stalin began. For the historians, it is hard to say what the protagonists really thought or believed during the War Scare. However, they know that the Soviet leaders often used times of crisis in international politics to mobilize and rally the nation behind them, thereby suppressing and silencing the Opposition further. On the other hand, the interwar era is also known as “the twenty years crisis” with many ruptures in international relations. The First World War and the foreign intervention of Western countries during the Russian civil war are not forgotten either.

In the spring of 1875 Europe appeared to be on the brink of armed conflict. France had just passed a new army law which seemed to be a prelude to a war of revenge. Berlin responded with saber-rattling and threats of preventive war. When Russia and England intervened to preserve the peace, Germany responded that relations with Paris had never been more peaceful. Ever since this historic anticlimax, the causes of the 'war-in-sight' affair have been the subject of much academic controversy. The focus of the debate has been the problem of Bismarck's intentions. Based upon extensive archival research, this study presents a new approach to unraveling this central riddle which places the war scare of 1875 into the larger framework of the Chancellor's entire paradigm for handling European power politics from 1873-77. This perspective shows clearly that the crisis did not represent - as is often argued - a 'turning point' in German foreign policy; in fact it resulted from well-known, long-term axioms of Bismarck's statemanship.
